美國聯(lián)邦學(xué)前教育立法演變與當(dāng)前法律結(jié)構(gòu)分析

【摘要】:美國聯(lián)邦學(xué)前教育法的發(fā)展演變,以及聯(lián)邦政府當(dāng)前所實(shí)施的各項(xiàng)學(xué)前教育法及相關(guān)項(xiàng)目顯示,美國聯(lián)邦學(xué)前教育法發(fā)端于社會(huì)福利,主要由教育部、衛(wèi)生和公共服務(wù)部?jī)蓚(gè)部門負(fù)責(zé)實(shí)施,其目的是保障社會(huì)公平,并以引領(lǐng)改革為發(fā)展方向,可以為我國學(xué)前教育立法提供有益借鑒。
[Abstract]:The development and evolution of the federal preschool education law in the United States, as well as the various pre-school education laws and related projects currently implemented by the federal government, show that the federal pre-school education law in the United States originated in social welfare, mainly by the Department of Education. The two departments of Health and Human Services are responsible for the implementation, the purpose of which is to ensure social equity, and to lead the reform as the development direction, which can provide useful reference for the legislation of preschool education in China.
