【摘要】：為實(shí)現(xiàn)政治、軍事大國和正常國家之目的,日本外交戰(zhàn)略與內(nèi)政上的修憲戰(zhàn)略雙管齊下,相互呼應(yīng)。隨著新的日美共同聲明的發(fā)表,日本修憲戰(zhàn)略的總體框架浮出水面:一是制定《國民投票法》確立修憲程序,二是設(shè)置憲法審查會(huì)推動(dòng)修憲的實(shí)施。日美近兩次共同聲明與日本修憲進(jìn)程之間有著本質(zhì)上的邏輯聯(lián)系。隨著日美同盟的深化,修憲戰(zhàn)略的逐步展開,日本憲法的修改恐怕不可避免。
[Abstract]:In order to realize the goals of political, military power and normal country, Japan's diplomatic strategy and domestic constitutional revision strategy are in harmony with each other. With the publication of the new Japanese-American Joint Declaration, the overall framework of Japan's constitutional amendment strategy has emerged: first, to formulate the "National referendum Law" and to establish a constitutional amendment procedure; second, to set up a constitutional review to promote the implementation of the constitutional amendment. There is an essential logical connection between the two joint declarations of Japan and Japan's constitutional amendment process. With the deepening of the alliance and the gradual development of the constitutional amendment strategy, the amendment of Japan's constitution is inevitable.
