【摘要】：在日本生活保護即最低生活保障制度的確立與發(fā)展過程中,隨著從仁愛慈善的救貧思想朝著貧困者生存權(quán)保障理念的轉(zhuǎn)變,日本歷史上曾承擔(dān)過貧困救助重要職責(zé)的民生委員的法律地位也發(fā)生了重要變化,由生活保護行政的末端行政機關(guān)變更為協(xié)助政府工作的協(xié)力組織。我國應(yīng)沿著法治的軌道進行社會管理創(chuàng)新,積極、正確地發(fā)揮居民委員會在包括城市居民最低生活保障工作在內(nèi)的民生服務(wù)工作中的作用。
[Abstract]:In the course of the establishment and development of Japanese life protection, that is, the minimum living security system, with the transformation of the idea of saving the poor from benevolence and charity to the idea of guaranteeing the right to subsistence of the poor, In the history of Japan, the legal status of the people's livelihood committee members, who had taken on the important duty of poverty relief, has also undergone important changes, from the terminal administrative organ of life protection administration to the cooperative organization that assists the government in its work. Our country should carry on the social management innovation along the track of the rule of law, actively and correctly give play to the role of the residents' committee in the work of people's livelihood service, including the minimum living guarantee work of the urban residents.
