【摘要】：在小泉激進的新國家主義建設(shè)之后,戰(zhàn)后形成的“政府-企業(yè)”二元結(jié)構(gòu)中的企業(yè)共同體被打碎,在國家這一個最大的政治共同體尚未構(gòu)建完成之前,小泉黯然下臺,日本的新國家主義進入了一個轉(zhuǎn)折期。地方轉(zhuǎn)向是小泉激進的新國家主義建設(shè)的延續(xù)也是過渡。地方政府利用自身有利的地位充當了自中曾根康弘以來上層發(fā)起的新國家主義思潮向下影響民眾的推手,其結(jié)局就是日本新國家主義成為全民共識。從企業(yè)共同體到地方共同體的過渡,再到最終國家共同體的形成,新國家主義的建成將使日本政治保守、右傾變得徹底化。 理解這一進程要在顯性的政治制度和隱性的社會結(jié)構(gòu)二者結(jié)合的前提下才有可能。日本新國家主義的地方轉(zhuǎn)向既是對舶來民主制度的不適反應(yīng),也是自我傳承的社會結(jié)構(gòu)模式的重現(xiàn)。人為設(shè)計的兩黨制出現(xiàn)了意想不到的頻繁政權(quán)更迭,這嚴重挫傷了中央政府政治的權(quán)威,而長期推進的分權(quán)制為地方崛起提供了制度準備。日本獨特的氏族政治、下\上以及天皇下二元政治等傳統(tǒng)社會結(jié)構(gòu)也為日本地方勢力崛起提供了行動邏輯和理由。日本新國家主義的運動在中央政府層面和地方政府層面上下波動,地方轉(zhuǎn)向助推自民黨執(zhí)政權(quán)威的修復(fù),中央和地方的保守勢力實現(xiàn)了大合流。新國家主義將取得實質(zhì)性進展,這對中日關(guān)系構(gòu)成了嚴峻的挑戰(zhàn)。
[Abstract]:After Koizumi's radical construction of new nationalism, the enterprise community in the "government-enterprise" dualistic structure formed after the war was broken. Before the construction of the country's largest political community was completed, Koizumi stepped down sadly. Japan's new nationalism has entered a turning point. The local turn is the continuation and transition of Koizumi's radical new nationalism. The local government has used its advantageous position to serve as the upper level launching since Nakasone Yasuhiro. The new nationalistic trend of thought has a downward impact on the people's push. From the transition from the enterprise community to the local community to the formation of the final national community, the establishment of the new nationalism will make Japanese politics conservative and rightist. Understanding this process is only possible on the premise of a combination of the dominant political system and the implicit social structure. The local shift of Japanese neo-nationalism is only an unsuitable response to the imported democratic system. It is also a reappearance of a self-inherited model of social structure. The artificially designed two-party system has experienced unexpected frequent regime changes, which have seriously undermined the authority of central government politics. The long-advancing decentralization provided the institutional preparation for the local rise. Japan's unique clan politics, The traditional social structures, such as dualistic politics under the emperor and the emperor, also provide action logic and justification for the rise of local forces in Japan. The movement of Japan's new nationalism fluctuates up and down at the level of the central government and the local government. The local shift has helped restore the ruling authority of the Liberal Democratic Party, and the conservative forces of the central and local governments have achieved great convergence. New nationalism will make substantial progress, which poses a severe challenge to Sino-Japanese relations.
