【摘要】：受案、立案工作是公安機(jī)關(guān)打擊懲處違法犯罪的初始環(huán)節(jié)和重要的基礎(chǔ)性工作,但自公安部推動(dòng)完善受立案制度至今,各地公安機(jī)關(guān)有案不接、不錄、不受,受案不查、立案不實(shí)、立而不偵的問(wèn)題仍不同程度存在。這一問(wèn)題的解決,需要立足于深化公安改革的大背景,嘗試挖掘公安機(jī)關(guān)受立案工作不規(guī)范的根源,從而梳理并查找受立案制度改革落實(shí)過(guò)程中的關(guān)鍵點(diǎn)和薄弱點(diǎn),探尋公安機(jī)關(guān)受立案制度改革的破局之路。
[Abstract]:The work of accepting and filing cases is the initial link and important basic work for public security organs to crack down on and punish illegal crimes. However, since the Ministry of Public Security promoted the improvement of the system of filing cases, the public security organs in various localities have failed to accept, record, accept, accept cases, file cases untrue, and do not investigate cases to varying degrees. To solve this problem, it is necessary to base on the background of deepening the public security reform, try to excavate the root of the non-standard work of the public security organs, so as to sort out and find out the key points and weaknesses in the implementation of the public security organ system reform, and explore the way to solve the situation of the public security organ filing system reform.
