【摘要】：在轉(zhuǎn)型時(shí)期,我國的社會(huì)結(jié)構(gòu)發(fā)生了巨大的變化,社會(huì)發(fā)展過程中存在很多不確定性因素�，F(xiàn)階段,由于社會(huì)政治經(jīng)濟(jì)發(fā)展不平衡,必然會(huì)出現(xiàn)各種社會(huì)矛盾和社會(huì)沖突,而絕大多數(shù)群體性事件都發(fā)生在基層社會(huì),群體性事件的發(fā)生與地方政府處置能力之間同時(shí)存在著很強(qiáng)的相關(guān)性,因此,研究地方政府處置群體性事件的能力具有重要的現(xiàn)實(shí)意義。 目前,群體性事件作為一種體制外的集體行動(dòng),事件本身不可避免地會(huì)在經(jīng)濟(jì)、政治等方面產(chǎn)生負(fù)面的后果,對(duì)民眾自身、政府和社會(huì)各界都會(huì)產(chǎn)生不良影響。但是,評(píng)價(jià)群體性事件的影響要采取全面、客觀的態(tài)度。群體性事件并非只產(chǎn)生負(fù)面影響,相反,它還在社會(huì)政治發(fā)展和社會(huì)變遷中發(fā)揮了積極的功能,通過群體性事件能讓民眾達(dá)成政治參與的效果,增強(qiáng)民眾的政治地位,最后促使政府的理性反應(yīng)。因此,如何有效地處置群體性事件,能夠讓其發(fā)揮正功能,這是地方政府的重要課題。現(xiàn)階段我國各地經(jīng)濟(jì)發(fā)展不平衡,政治體制未完善,還有地方政府本身社會(huì)治理存在一定的問題,制度應(yīng)變能力和現(xiàn)場(chǎng)處置能力缺欠等等。鑒于這些問題,為了緩解社會(huì)矛盾和沖突,促進(jìn)社會(huì)和諧發(fā)展,地方政府作為治理社會(huì)主體,應(yīng)對(duì)群體性事件時(shí),首先必須激發(fā)自身內(nèi)動(dòng)力,提升處置群體性事件的制度能力,并切實(shí)提升現(xiàn)場(chǎng)處置的效能,合理利用媒體功能,提出科學(xué)決策,從外在因素到內(nèi)在因素,都要全面協(xié)調(diào)好各方利用,從而能夠緩解社會(huì)矛盾和沖突,消除民眾不瞞情緒,讓民眾與政府相互理解,最終能夠達(dá)成共識(shí),為構(gòu)建社會(huì)主義和諧社會(huì)創(chuàng)造良好的環(huán)境。
[Abstract]:During the transition period, the social structure of our country has changed greatly, and there are many uncertain factors in the process of social development. At this stage, due to unbalanced socio-political and economic development, there will inevitably be various social conflicts and social conflicts, and the vast majority of mass events occur in grass-roots society. There is a strong correlation between the occurrence of mass events and the ability of local government to deal with them. Therefore, it is of great practical significance to study the ability of local governments to deal with group incidents. At present, as an out-of-system collective action, the event itself will inevitably have negative consequences in the economic, political and other aspects, and will have an adverse impact on the people themselves, the government and all walks of life in society. However, it is necessary to take a comprehensive and objective attitude to evaluate the impact of mass events. On the contrary, it has also played an active role in the social and political development and social change, through which the masses can achieve the effect of political participation and enhance the political status of the masses. The group incident has not only had a negative impact on it, but it has also played an active role in the social and political development and social change. Finally promote the rational response of the government. Therefore, it is an important task for local government how to deal with group events effectively and let them play a positive role. At the present stage, the economic development of various parts of our country is unbalanced, the political system is not perfect, there are still some problems in the local government's own social governance, and the ability of system response and on-the-spot disposal is deficient, and so on. In view of these problems, in order to alleviate the social contradictions and conflicts and promote the harmonious development of the society, local governments, as the subject of governance, must first stimulate their own internal power and enhance the institutional capacity to deal with the mass events, when dealing with the mass events. In order to alleviate social conflicts and eliminate public feelings, we should effectively improve the effectiveness of on-the-spot disposal, make rational use of media functions, propose scientific decision-making, and comprehensively coordinate the use of all parties from external factors to internal factors, so as to alleviate social contradictions and conflicts and eliminate the public's feelings of secrecy. Let the people and the government understand each other, finally can reach the consensus, creates the good environment for the construction socialism harmonious society.
