【摘要】：近幾年,聾啞人扒竊犯罪發(fā)案數(shù)持續(xù)攀升,跨區(qū)域作案趨勢(shì)加劇,其破案率低于其他類型刑事案件。這類案件雖然涉案數(shù)額不大,但直接關(guān)系百姓對(duì)社會(huì)治安的切身感受。聾啞人扒竊案件案情簡(jiǎn)單,對(duì)其查處卻困難重重。調(diào)整"以辦案人為主導(dǎo)"的傳統(tǒng)偵查模式為"以情報(bào)信息研判為引導(dǎo)"的偵查模式,將為打擊聾啞人扒竊犯罪帶來(lái)新思路。
[Abstract]:In recent years, the number of cases of pickpocketing by deaf-mute continues to rise, and the trend of cross-regional crime has intensified, and its detection rate is lower than that of other types of criminal cases. Although the amount involved in such cases is not large, it is directly related to the people's personal feelings of public security. The case of pickpocketing by deaf-mute people is simple, but it is difficult to investigate and deal with. The adjustment of the traditional investigation mode of "taking the cashier as the leading factor" to the investigation mode of "taking intelligence information as the guide" will bring new ideas for combating the crime of pickpocketing by deaf-mute people.
