【摘要】：通過對(duì)北京流動(dòng)人口戶籍、就業(yè)、居住和計(jì)劃生育證件的管理政策及其法規(guī)實(shí)施演變的分析,本文認(rèn)為流動(dòng)人口證件的管理經(jīng)歷了從無證管理到多證協(xié)管,再到一證統(tǒng)管的過程,《暫住證》貫穿整個(gè)有證管理歷程并發(fā)揮了基礎(chǔ)性作用。文章進(jìn)一步使用"2006年北京市1‰流動(dòng)人口調(diào)查"數(shù)據(jù)分析流動(dòng)人口持證情況及影響因素,發(fā)現(xiàn)身份證持證率(97.5%)明顯高于暫住證持證率(84.5%),并且身份證持證率與流動(dòng)人口的個(gè)體特征沒有直接的關(guān)聯(lián),而眾多個(gè)體特征對(duì)暫住證持證率都有顯著的影響作用,比如性別、年齡、受教育程度、婚姻狀況、就業(yè)情況、來京年份和所在功能區(qū)等因素。從理論上講,由于《暫住證》受個(gè)體因素影響較大,普及范圍不如《身份證》,流動(dòng)人口管理可以取消《暫住證》,而僅以《身份證》作為管理依據(jù)。
