濟(jì)南市公安機(jī)關(guān)處置突發(fā)事件網(wǎng)絡(luò)輿情危機(jī)的研究

【摘要】：最近幾年,隨著國(guó)內(nèi)外政治形勢(shì)的變化,我國(guó)相繼出現(xiàn)了一些惡性突發(fā)事件,像新疆烏魯木齊“7.5”暴力恐怖事件、昆明火車站“3.01”暴力恐怖事件等。有些個(gè)人與政治勢(shì)力通過(guò)現(xiàn)代手段,通過(guò)不同的傳播介質(zhì)來(lái)影響我國(guó)的政治、治安穩(wěn)定。通過(guò)一些案例,筆者發(fā)現(xiàn)公安機(jī)關(guān)在應(yīng)對(duì)部分突發(fā)事件的網(wǎng)絡(luò)輿情危機(jī)時(shí)仍存在偏差,如何正確應(yīng)對(duì)這些危機(jī)成為了公安機(jī)關(guān)需要面對(duì)的問(wèn)題。伴隨著信息技術(shù)持續(xù)不斷的發(fā)展和網(wǎng)絡(luò)在人們生活中的普及,互聯(lián)網(wǎng)已漸漸變成了日常生活中必不可少的一部分,在網(wǎng)絡(luò)向人們提供更便利更快捷的發(fā)表自己見(jiàn)解的渠道之時(shí),隨之發(fā)生的是其對(duì)社會(huì)輿論影響的加大,網(wǎng)絡(luò)輿情正是伴隨這一現(xiàn)象而產(chǎn)生的。公安機(jī)關(guān)身為政府重要成分之一,是政府管理社會(huì)的前哨,經(jīng)常需要直面社會(huì)上各種矛盾,尤其是在處理突發(fā)狀況之時(shí),不僅要處理好傳統(tǒng)狀況還要兼顧網(wǎng)絡(luò)上的意見(jiàn)以及影響,否則極有可能引發(fā)大規(guī)模的網(wǎng)絡(luò)輿論危機(jī),從而造成更嚴(yán)峻的社會(huì)矛盾,這些對(duì)公安部門(mén)的公共信用、處置能力都提出更高的要求。網(wǎng)絡(luò)輿情的出現(xiàn),改變了公安機(jī)關(guān)傳統(tǒng)的執(zhí)法環(huán)境,公安機(jī)關(guān)傳統(tǒng)的執(zhí)法辦案流程已經(jīng)不能得到社會(huì)的認(rèn)同,公安機(jī)關(guān)面臨著新的課題和挑戰(zhàn)。作為山東省的政治、文化、經(jīng)濟(jì)中心,濟(jì)南市突發(fā)網(wǎng)絡(luò)輿情危機(jī)事件頻發(fā),濟(jì)南市公安機(jī)關(guān)面對(duì)著嚴(yán)峻的新形勢(shì)。因此,研究濟(jì)南市公安機(jī)關(guān)在應(yīng)對(duì)突發(fā)網(wǎng)絡(luò)輿危機(jī)論事件時(shí)所應(yīng)用的策略和手段,如何正確引導(dǎo)網(wǎng)絡(luò)輿論向健康、合理的方向進(jìn)行發(fā)展,妥善應(yīng)對(duì)、處置新環(huán)境下突發(fā)網(wǎng)絡(luò)輿情危機(jī)事件,對(duì)于維護(hù)公安機(jī)關(guān)在人民心中的正面形象,維護(hù)和諧穩(wěn)定的社會(huì)局面,具有十分重大的意義。本篇文章主要分析了濟(jì)南公安機(jī)關(guān)在面對(duì)突發(fā)狀況時(shí)的網(wǎng)絡(luò)輿論問(wèn)題的應(yīng)對(duì)手段,在充分參考現(xiàn)有世界各國(guó)對(duì)其探究的條件下,從各方面分析了濟(jì)南市在應(yīng)對(duì)突發(fā)狀況引起的網(wǎng)絡(luò)輿論危機(jī)時(shí)的特性和種類,從機(jī)構(gòu)體系、應(yīng)急機(jī)制、網(wǎng)絡(luò)平臺(tái)建設(shè)、干警隊(duì)伍建設(shè)等角度概述了目前濟(jì)南市公安部門(mén)應(yīng)對(duì)突發(fā)事件造成的網(wǎng)絡(luò)輿論危機(jī)的工作現(xiàn)狀。同時(shí),梳理了突發(fā)事件造成的網(wǎng)絡(luò)輿論危機(jī)演變的階段和規(guī)律,重點(diǎn)歸納了濟(jì)南市公安機(jī)關(guān)在新環(huán)境下的經(jīng)驗(yàn)和教訓(xùn),濟(jì)南市公安機(jī)關(guān)盡管在工作中遵守了依法辦案、快速處置、透明公開(kāi)的原則,但仍暴露出面對(duì)突發(fā)網(wǎng)絡(luò)輿情危機(jī)方面認(rèn)識(shí)不足、措施不完善、處置應(yīng)對(duì)策略被動(dòng)、缺乏網(wǎng)絡(luò)陣地、各部門(mén)聯(lián)動(dòng)不足、應(yīng)對(duì)專業(yè)能力不強(qiáng)等問(wèn)題。進(jìn)而探究了現(xiàn)階段濟(jì)南市公安部門(mén)對(duì)于突發(fā)事件造成的網(wǎng)絡(luò)輿論危機(jī)所采取措施中包含的隱患,并深入剖析問(wèn)題產(chǎn)生的原因,主要包括整體素質(zhì)不足、應(yīng)急機(jī)制不健全、網(wǎng)絡(luò)平臺(tái)建設(shè)落后、缺乏話語(yǔ)權(quán)、培訓(xùn)不足等問(wèn)題。最后,在深入研究國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn)的基礎(chǔ)上,從五個(gè)方面提出濟(jì)南市公安部門(mén)針對(duì)突發(fā)事件造成的網(wǎng)絡(luò)輿論危機(jī)的對(duì)策,為濟(jì)南市公安機(jī)關(guān)科學(xué)合理的處置突發(fā)網(wǎng)絡(luò)輿論危機(jī)事件提供借鑒和參照。
[Abstract]:In recent years, with the change of the political situation at home and abroad, there have been a number of malignant events in our country, such as the violent terrorist incident in Urumqi, Xinjiang, the "3.01" of the "7.5" of the train station in Kunming, etc. Some individuals and political forces, through modern means, influence the political and security of our country through different media. Through some cases, the author has found that the public security organs still have a deviation in dealing with the network public opinion crisis of some emergencies, and how to deal with these crises correctly becomes a problem that the public security organs need to face. With the continuous development of information technology and the popularization of the network in people's life, the Internet has become an essential part of daily life, and when the network provides people with a more convenient and faster way to express their opinions, The result is the increase of the influence of the public opinion on the public opinion, and the network public opinion is accompanied by the phenomenon. The public security organs, as one of the important components of the government, are the outposts of the government to manage the society, and often need to face the various contradictions in the society, especially when dealing with the sudden situation, not only to deal with the traditional situation but also to take into account the opinions and the influence on the network, Otherwise, it is very likely to trigger a large-scale network public opinion crisis, resulting in more severe social contradictions, which have higher requirements for public credit and disposal capacity of the public security department. The appearance of the network public opinion changes the traditional law enforcement environment of the public security organ, and the traditional law enforcement case process of the public security organ has not been recognized by the society, and the public security organ is facing new problems and challenges. As the political, cultural and economic center in Shandong Province, the public security organs of Jinan have faced serious new situations. Therefore, to study the tactics and means applied by the public security organs of Jinan in dealing with the crisis of the sudden network public opinion crisis, how to guide the public opinion of the network correctly to the healthy and reasonable direction, to properly deal with and deal with the sudden network public opinion crisis events in the new environment, It is of great significance to maintain the positive image of the public security organs in the hearts of the people and to maintain a harmonious and stable social situation. This paper mainly analyzes the response of the public security organs of Jinan to the network public opinion in the face of the sudden development, and analyzes the characteristics and kinds of the network public opinion crisis in Jinan from all aspects under the condition of full reference to the current world countries' inquiry. From the perspective of institution system, emergency mechanism, network platform construction, and construction of the police force, the present situation of public opinion crisis in the public security department of Jinan is summarized in this paper. At the same time, the phase and the law of the evolution of the network public opinion crisis caused by the unexpected events are sorted out, and the experiences and lessons of the public security organs of Jinan in the new environment are summarized, and the public security organs of Jinan have complied with the principles of handling cases, rapid handling and transparent disclosure in the work. However, there are still some problems, such as insufficient understanding of the public opinion crisis in the face of the sudden network, the imperfect measures, the passive management of the countermeasures, the lack of the network position, the insufficient linkage of each department and the weak ability to deal with the professional ability. Furthermore, the hidden danger included in the measures taken by the public security department of Jinan at present in the crisis of the network public opinion caused by the incident is explored, and the causes of the problems are analyzed in depth, including the shortage of the overall quality, the unsound of the emergency mechanism, the backward development of the network platform and the lack of the right to speak. The training is insufficient. Finally, based on the deep study of the advanced experience at home and abroad, the paper puts forward the countermeasures of the network public opinion crisis caused by the emergency in the public security department of Jinan, and provides the reference and reference for the scientific and reasonable disposal of the public opinion crisis of the public security organs of Jinan.
