【摘要】：國家安全不僅是國家發(fā)展的重要基石和人民福祉的最根本保障,更是國家存亡興衰的關(guān)鍵。當前,我國正經(jīng)歷著國際和國內(nèi)“雙重”安全形勢考驗。一方面,國際安全環(huán)境進入大動蕩、大調(diào)整、大變革時期,呈現(xiàn)各種矛盾集聚、疊加和多變的階段性特征,同時美國“亞太再平衡”戰(zhàn)略及“以鄰制華”策略,致使我國周邊環(huán)境尤為嚴峻。另一方面,伴隨改革進入深水區(qū),我國社會矛盾和熱點問題錯綜復雜,恐怖主義、能源安全、信息安全等非傳統(tǒng)安全問題凸顯。習近平同志“總體國家安全觀”的提出,確立了國家安全治理的價值引領(lǐng),深化了國際安全合作的新理念。本文在對習近平總體國家安全觀產(chǎn)生的國內(nèi)外安全形勢現(xiàn)狀及理論淵源梳理的基礎(chǔ)上,詳細闡述了習近平“以人民安全為宗旨,以政治安全為根本,以經(jīng)濟安全為基礎(chǔ),以軍事、文化、社會安全為保障,以促進國際安全為依托,走出一條中國特色國家安全道路”為核心的總體國家安全觀科學內(nèi)涵,深入分析習近平總體國家安全觀呈現(xiàn)出以人為本、內(nèi)外兼顧、注重和諧、展現(xiàn)包容等鮮明的理論特征,從而揭示了習近平總體國家安全觀的實踐意義和其彰顯的國家治理現(xiàn)代化新的理論品格。建國60多年來,中國國家安全實現(xiàn)從維護新中國的生存安全到構(gòu)建總體國家安全觀的歷史演變,中國在國際安全領(lǐng)域合作中逐漸從邊緣走向中心。習近平總體國家安全觀蘊涵著鮮明的中國特色,不僅體現(xiàn)出中國共產(chǎn)黨治理國家的政治智慧和對中國特色社會主義道路自信的責任擔當,更是彰顯打造人類命運共同體的大國責任與氣概。
[Abstract]:National security is not only the important cornerstone of national development and the most fundamental guarantee of the people's well-being, but also the key to the rise and fall of the country. At present, our country is experiencing international and domestic "double" security situation test. On the one hand, the international security environment has entered into a period of great turbulence, great adjustment, and great transformation, showing the phased characteristics of various contradictions gathering, superimposing and changing. At the same time, the American strategy of "rebalancing the Asia-Pacific region" and the strategy of "making China next door" are also presented. The surrounding environment of our country is especially severe. On the other hand, along with the reform into the deep water area, the social contradictions and hot issues in China are complicated, terrorism, energy security, information security and other non-traditional security issues highlight. Comrade Xi Jinping's "overall national security concept" has established the value of national security governance and deepened the new concept of international security cooperation. On the basis of combing the domestic and foreign security situation and the theoretical origin of Xi Jinping's overall national security concept, this paper expounds in detail that Xi Jinping "takes the people's security as the purpose, political security as the foundation, and economic security as the foundation." The scientific connotation of the overall concept of national security, which is based on military, cultural and social security, on the promotion of international security, and on taking a path of national security with Chinese characteristics as the core. An in-depth analysis of Xi Jinping's overall concept of national security shows distinct theoretical features such as people-oriented, both internal and external, paying attention to harmony, and showing tolerance. Thus, it reveals the practical significance of Xi Jinping's overall national security concept and the new theoretical character of his national governance modernization. Since the founding of the people's Republic of China more than 60 years ago, the realization of China's national security has evolved from the maintenance of new China's survival security to the construction of the overall national security concept, and China's cooperation in the field of international security has gradually moved from the periphery to the center. Xi Jinping's overall concept of national security contains distinct Chinese characteristics, which not only embodies the political wisdom of the Communist Party of China in governing the country, but also bears the responsibility for asserting confidence in the road of socialism with Chinese characteristics. It also shows the responsibility and spirit of the great power to build the human destiny community.
