【摘要】： 公交車扒竊作為盜竊的一種特殊的形態(tài),具有顯著的特點(diǎn),筆者作為一名在公交車反扒戰(zhàn)線戰(zhàn)斗多年的公安民警對(duì)如何預(yù)防此類犯罪進(jìn)行研究,首先通過(guò)對(duì)公交車扒竊犯罪現(xiàn)狀的相關(guān)工作數(shù)據(jù)的統(tǒng)計(jì)分析找出目前預(yù)防昆明地區(qū)公交車扒竊犯罪的工作中存在的問(wèn)題,其次對(duì)預(yù)防此類犯罪存在的障礙進(jìn)行了分析得出以下主要結(jié)論: 目前昆明地區(qū)的公交車扒竊案件的立案數(shù)不能夠正確反映公交治安形勢(shì)的變化,說(shuō)明存在立案不實(shí)的情況;昆明市公安局公交分局反扒大隊(duì)的以抓捕現(xiàn)行為主的工作模式已經(jīng)不能有效的遏制和預(yù)防公交車扒竊犯罪蔓延和泛濫的趨勢(shì)。 公交車扒竊犯罪的嫌疑人作案手段和涉案年齡段顯著相關(guān),隨著年齡的增長(zhǎng),作案的技巧不斷提高。18-36歲為嫌疑人較為集中的階段,作案手段較為豐富,作案頻率較高。 公交車扒竊犯罪的嫌疑人和受害人性別顯著相關(guān),女性嫌疑人比較偏向于選擇女性受害人為作案目標(biāo),而男性嫌疑人對(duì)作案目標(biāo)的選擇沒(méi)有特別的偏好。 我國(guó)的經(jīng)濟(jì)結(jié)構(gòu),城鄉(xiāng)差異,國(guó)民受教育程度,立法方面的不足,公安隊(duì)伍的機(jī)構(gòu)設(shè)置等問(wèn)題是預(yù)防此類犯罪的障礙因素。 據(jù)此,筆者提出了預(yù)防公交車扒竊犯罪的對(duì)策:1.結(jié)合具體犯罪形態(tài),控制犯罪對(duì)象;2.建立以情報(bào)信息為先導(dǎo)的打、防、控一體預(yù)防機(jī)制;3.以提升打擊效能為前提,對(duì)立法工作提出建議。 最后,對(duì)本研究做了關(guān)于預(yù)防公交車扒竊犯罪的十個(gè)方面總結(jié)和四類問(wèn)題展望。
[Abstract]:As a special form of theft, bus pickpocketing has remarkable characteristics. The author, as a police officer who has been fighting against the public transport for many years, has studied how to prevent this kind of crime. First of all, through the statistical analysis of the current situation of bus pickpocketing crime, we find out the existing problems in the prevention of bus pickpocketing crime in Kunming. Secondly, the author analyzes the obstacles to the prevention of this kind of crime and draws the following main conclusions: at present, the number of bus pickpocketing cases in Kunming area can not correctly reflect the change of public transport security situation. To illustrate the existence of false filing of the case; Kunming Public Security Bureau Public Transport Bureau anti-bagging brigade to capture the current work model has been unable to effectively curb and prevent the spread and proliferation of bus pickpocketing. The method of bus pickpocketing is significantly related to the age involved in the crime. With the increase of age, the skill of crime is improved. The 18-36 years old is the stage of the suspects more concentrated, the means of crime is more abundant, and the frequency of crime is higher. The female suspects tend to choose the female victims as the target, while the male suspects have no special preference for the target of the crime. The economic structure, the difference between urban and rural areas, the education level of the people, the insufficiency of legislation and the establishment of public security organization are the obstacle factors to prevent this kind of crime. Accordingly, the author puts forward the countermeasure of preventing the crime of bus pickpocketing: 1. Combined with the specific form of crime, control of the object of crime; 2. To establish the intelligence information as the forerunner of the attack, prevention, control integrated prevention mechanism; 3. Based on the premise of improving the effectiveness of the attack, the author puts forward some suggestions for the legislative work. Finally, the paper summarizes ten aspects of the prevention of the crime of bus pickpocketing and looks forward to four kinds of problems.
