東營(yíng)市公安局東營(yíng)分局績(jī)效管理研究

【摘要】:績(jī)效管理,作為人力資源管理的重要方法越來越被政府及公共部門運(yùn)用到行政管理中。西方國(guó)家在公共部門績(jī)效管理方面有了一定的成就,盡管我國(guó)一些政府部門已開始嘗試進(jìn)行績(jī)效管理的實(shí)踐活動(dòng),但還還處于起步階段,理論還不成熟,關(guān)于公安部門的績(jī)效管理研究更是很少,因此,結(jié)合我國(guó)國(guó)情的公安部門績(jī)效管理探索十分有意義。 本論文從東營(yíng)市公安局東營(yíng)分局的績(jī)效管理現(xiàn)狀出發(fā),具體研究東營(yíng)分局日常經(jīng)營(yíng)管理的實(shí)際情況,運(yùn)用績(jī)效管理理論,設(shè)置對(duì)東營(yíng)市公安局東營(yíng)分局績(jī)效管理的考核指標(biāo)和詳細(xì)體系,通過科學(xué)的手段和工具對(duì)公安的績(jī)效進(jìn)行考核,設(shè)立出一套有公安特色的能運(yùn)用于東營(yíng)分局實(shí)際的績(jī)效管理體系和考核體系采取相應(yīng)的激勵(lì)措施;對(duì)此體系進(jìn)行評(píng)價(jià)提出基礎(chǔ)保障措施,為公共部門的績(jī)效管理提供借鑒。
[Abstract]:Performance management, as an important method of human resource management, is more and more used by government and public sector in administration. Western countries have made some achievements in the field of public sector performance management. Although some government departments in our country have begun to try the practical activities of performance management, it is still in its infancy and the theory is still immature. There are few researches on the performance management of public security departments, so it is very meaningful to explore the performance management of public security departments combined with the national conditions of our country. Starting from the present situation of Dongying Public Security Bureau's performance management, this paper studies the actual situation of Dongying Branch's daily operation and management, and applies the theory of performance management. Set up the evaluation index and detailed system for the performance management of Dongying Public Security Bureau Dongying Branch, and assess the performance of public security through scientific means and tools. To set up a set of performance management system and appraisal system which can be applied to Dongying Branch Bureau with the characteristics of public security and take corresponding incentive measures; The evaluation of this system puts forward the basic safeguard measures to provide reference for the performance management of the public sector.
