【摘要】：隨著城市化的快速發(fā)展和城市問(wèn)題的日益嚴(yán)峻,鄰避類公共設(shè)施在各地非建不可,但政府現(xiàn)有決策模式經(jīng)常觸發(fā)鄰避風(fēng)險(xiǎn),造成鄰避沖突。以H縣擬建垃圾焚燒發(fā)電廠而引發(fā)群體性事件為個(gè)案,深入分析鄰避風(fēng)險(xiǎn)生成中的政府決策誘因,提出實(shí)現(xiàn)鄰避風(fēng)險(xiǎn)源頭治理的政策建議:再造鄰避項(xiàng)目決策程序,推進(jìn)開(kāi)放決策,加強(qiáng)風(fēng)險(xiǎn)溝通,建立鄰避設(shè)施補(bǔ)償機(jī)制,注重輿論造勢(shì)與引導(dǎo),創(chuàng)新鄰避項(xiàng)目治理體系。
[Abstract]:With the rapid development of urbanization and the increasingly serious urban problems, adjacent public facilities have to be built around the country. However, the existing decision-making mode of the government often triggers the neighbor to avoid the risk and causes the neighbor to avoid the conflict. Taking the group event caused by the proposed construction of garbage incineration power plant in H County as a case, the paper analyzes the inducement of government decision in the generation of adjacent risk avoidance, and puts forward some policy suggestions for realizing the source control of adjacent risk avoidance: reconstructing the decision procedure of adjacent avoidance project. We should promote open decision, strengthen risk communication, establish compensation mechanism of adjacent avoidance facilities, pay attention to public opinion construction and guidance, and innovate the governance system of adjacent avoidance projects.
