【摘要】： 眾所周知,現(xiàn)代警察制度產(chǎn)生于歐美國家,所以,警察公共關(guān)系的理論在國外,尤其是西方發(fā)達國家有著很深的歷史和現(xiàn)實淵源。在經(jīng)歷了多次警務(wù)改革之后,歐美警政人員不斷加強對相關(guān)理論的研究、制度的建構(gòu)、現(xiàn)代交叉學(xué)科運用,使得其警察公共關(guān)系制度變得更為成熟。目前的警察公共關(guān)系制度大都直接與西方理論相關(guān)。尤其在現(xiàn)代的警務(wù)模式下,其對警察公共關(guān)系提出了新的要求,警察公共關(guān)系在整個警察活動中的分量也得到加重�，F(xiàn)代警務(wù)指的是無形警務(wù)、反應(yīng)型警務(wù)、服務(wù)型警務(wù)、問題導(dǎo)向的警務(wù)、社區(qū)導(dǎo)向的警務(wù)模式�，F(xiàn)代警務(wù)革命是以民主主義為基礎(chǔ),而不是以國家主義為基礎(chǔ)來研究警察制度,注重警察的社會化。警察的任務(wù)、職能、職責(zé)是以民眾的需要為導(dǎo)向,警察政策、甚至警察立法等的形成模式主要是以一種自下而上的,而不是主要以自上而下的。 雖然我國長期堅持“群眾路線”,但是沒有成熟的相關(guān)制度。雖然警民關(guān)系在和諧社會的構(gòu)建下有所改進,但我國目前的警察公共關(guān)系現(xiàn)狀并不樂觀。國內(nèi)一些學(xué)者現(xiàn)已經(jīng)注意到警察公共關(guān)系的建設(shè)的重要性,在科研成果上表現(xiàn)在一些論文和著作上,但縱觀其內(nèi)容,較少有具體制度建構(gòu)方面的成果。由于我國政治、社會制度等的本身原因,這方面的研究較晚,在經(jīng)歷了幾千年的封建制度后,直到近代時期才有現(xiàn)代意義的警察制度,因此警察公共關(guān)系的研究還處于相對落后的狀況,各種理論和實踐都還處于發(fā)展階段。雖然我國在幾次派出所改革中警察公共關(guān)系關(guān)系有了很大發(fā)展,但還沒有形成系統(tǒng)的警察公共關(guān)系理論和制度。因此使得十分有必要運用公共關(guān)系學(xué)、公共管理學(xué)、傳播學(xué)、社會學(xué)等學(xué)科的理論對警察公共關(guān)系理論加以充實,以發(fā)揮警察這一重要的社會角色的作用,與醞釀中的第五次警務(wù)改革接軌。 全文內(nèi)容共分為四部分: 第一部分為警察公共關(guān)系的內(nèi)涵和外延。通過對公共關(guān)系的內(nèi)涵的辨析,闡明其內(nèi)容,然后再在多學(xué)科視野下以及現(xiàn)代警察制度的要求界定警察公共關(guān)系的定義和內(nèi)涵。在警察公共關(guān)系定義基礎(chǔ)上,對警察公共關(guān)系的對象范圍和媒介形式,做一個簡潔的綜述。 第二部分我國警察公共關(guān)系的發(fā)展及現(xiàn)狀。該部分是從實質(zhì)意義上的警察為出發(fā)點,對我國警察公共關(guān)系從古至今的發(fā)展歷程以及現(xiàn)狀做一個梳理。 第三部分為我國警察公共關(guān)系的困境。該部分立足于我國警察公共關(guān)系的歷程和現(xiàn)代的要求,提出警察公共關(guān)系的困境所在。主要包括以下幾個困境:警察職業(yè)困境、警察公共關(guān)系組織困境、警察公共關(guān)系理論困境、警察公共關(guān)系的訴求困境、警察公共關(guān)系制度困境。 第四部分為警察公共關(guān)系的相關(guān)理論。通過對警察公共關(guān)系在具體的運用中涉及的相關(guān)理論加以介紹,以為第五部分的制度建構(gòu)提供理論支持和借鑒。警察公共關(guān)系的相關(guān)理論主要包括以下幾個:警察公共關(guān)系的組織結(jié)構(gòu)理論、警察公共關(guān)系的導(dǎo)向—行銷理論、警察公共關(guān)系的傳播理論、警察公共關(guān)系與輿論。 第五部分我國警察公共關(guān)系制度的建構(gòu)。該部分對警察公共關(guān)系的建設(shè)做了一個較全面的建構(gòu)。主要從以下幾個方面來建設(shè)的:1、提高警察職業(yè)聲望是警察公共關(guān)系的邏輯起點。2、警察公共關(guān)系組織建設(shè)是警察公共關(guān)系的基礎(chǔ)。3、警察公共關(guān)系制度建立和完善是警察公共關(guān)系的保障。4、警察公共關(guān)系的策略是警察公共關(guān)系的重要組成。5、警察公共關(guān)系人員的素質(zhì)是警察公共關(guān)系的關(guān)鍵。
