【摘要】：戶籍制度是中國最重要的人口管理制度。自21世紀(jì)以來,中國各地戶籍制度差異逐漸變大,在一系列的改革背后隱藏著諸多的驅(qū)動因素和變革阻力。本文首先總結(jié)了當(dāng)前中國各地戶籍制度的改革進(jìn)程,并對各地的戶籍開放度進(jìn)行了評估;之后分析了差異化的戶籍制度理論和現(xiàn)實(shí)成因。研究發(fā)現(xiàn),在財(cái)政支出較高、收入較高的城市較難實(shí)行戶籍開放,不同地區(qū)的官員特征差異也能解釋為何各地執(zhí)行不同的戶籍開放政策。基于這些發(fā)現(xiàn),我們提出了進(jìn)一步推動戶籍制度改革的建議。
[Abstract]:The household registration system is the most important population management system in China. Since the 21st century, the difference of household registration system in China has gradually become larger, and behind a series of reforms there are many driving factors and resistance to change. This paper first summarizes the reform process of the household registration system in various parts of China, and evaluates the opening degree of the household registration system, and then analyzes the theory and practical causes of the differential household registration system. The study found that it is more difficult to open household registration in cities with higher fiscal expenditure and higher income. The differences of official characteristics in different regions can also explain why different cities implement different policies of household registration opening. Based on these findings, we propose to further promote the reform of the household registration system.
