地方公安機(jī)關(guān)推進(jìn)信息化建設(shè)的思考

【摘要】： 20世紀(jì)80年代末90年代初,隨著計(jì)算機(jī)技術(shù)的飛速發(fā)展,許多國(guó)家把信息化作為國(guó)家警力增長(zhǎng)的主要源泉和實(shí)現(xiàn)警務(wù)現(xiàn)代化必不可少的技術(shù)支撐而予以高度重視和研究。信息警務(wù)模式進(jìn)入現(xiàn)代警務(wù)視野,成為指導(dǎo)警務(wù)改革的一個(gè)導(dǎo)向理念和工作模式。 本文在借鑒國(guó)外、國(guó)內(nèi)理論研究成果的基礎(chǔ)上,界定了公安信息化的概念內(nèi)涵,明晰了我國(guó)公安信息化建設(shè)的發(fā)展進(jìn)程、基本特征、構(gòu)成要素,分析了公安信息化建設(shè)對(duì)警務(wù)工作的影響,明確了公安信息化建設(shè)的價(jià)值追求,指出了公安機(jī)關(guān)加強(qiáng)公安信息化建設(shè)勢(shì)在必行。闡述了公安機(jī)關(guān)開展信息化建設(shè)中存在的思想認(rèn)識(shí)不統(tǒng)一、應(yīng)用意識(shí)不夠強(qiáng),信息資源不鮮活、管理機(jī)制不健全、應(yīng)用系統(tǒng)不完善等六個(gè)方面的問(wèn)題,提出了地方公安機(jī)關(guān)推進(jìn)公安信息化建設(shè)需處理好“條”與“塊”、全局與部門、規(guī)劃與實(shí)施、建設(shè)與管理、安全與共享、傳統(tǒng)警務(wù)與信息警務(wù)、公安信息化建設(shè)與各項(xiàng)公安“硬軟”實(shí)力七個(gè)關(guān)系,提出了遵守一個(gè)框架、堅(jiān)持六大原則和狠抓一個(gè)工程；立足三大網(wǎng)絡(luò)、建設(shè)“3S”系統(tǒng)、優(yōu)化完善三類基礎(chǔ)設(shè)施和建設(shè)九個(gè)中心；研發(fā)六個(gè)平臺(tái)、三個(gè)輔助系統(tǒng)和四類應(yīng)用系統(tǒng)；推進(jìn)八項(xiàng)機(jī)制、六個(gè)網(wǎng)上應(yīng)用和取得九項(xiàng)效益為主要內(nèi)容的地方公安機(jī)關(guān)推進(jìn)公安信息化建設(shè)的總體思路,并以此理論為基礎(chǔ),提出了地方公安機(jī)關(guān)推進(jìn)公安信息化建設(shè)“十抓”對(duì)策。 地方公安機(jī)關(guān)的信息化建設(shè)是一個(gè)復(fù)雜的系統(tǒng)工程,工作中需要多方的配合與投入,理論上還要不斷的進(jìn)行探索。本文的研究也只是結(jié)合筆者實(shí)際從事公安信息化建設(shè)管理工作的實(shí)踐概括和理論總結(jié),相信論文的研究成果將會(huì)對(duì)推動(dòng)我國(guó)公安機(jī)關(guān),特別是地方公安機(jī)關(guān)的信息化建設(shè)有著積極的借鑒意義和重要的參考價(jià)值。
[Abstract]:At the end of 1980s and the beginning of 1990s, with the rapid development of computer technology, many countries attach great importance to and study informatization as the main source of national police force growth and the necessary technical support to realize the modernization of police service. The information policing mode has entered the modern police field of vision and has become a guiding concept and working mode to guide the police service reform. On the basis of drawing lessons from foreign and domestic theoretical research results, this paper defines the connotation of the concept of public security informatization, clarifies the development process, basic characteristics and constituent elements of our country's public security information construction. This paper analyzes on the influence of the information construction of the public security on the police work, clarifies the value pursuit of the information construction of the public security, and points out that it is imperative for the public security organs to strengthen the information construction of the public security. This paper expounds six problems existing in the information construction of public security organs, such as the disunity of ideology, the lack of strong application consciousness, the lack of fresh information resources, the imperfect management mechanism, the imperfect application system, and so on. It is pointed out that local public security organs should deal well with "articles" and "blocks", overall situation and department, planning and implementation, construction and management, security and sharing, traditional policing and information policing. There are seven relations between the information construction of public security and the "hard and soft" strength of the public security, and the author puts forward a framework to abide by, adhere to six principles and pay close attention to a project. Based on three networks, we should build "3s" system, optimize and perfect three kinds of infrastructure and build nine centers, develop six platforms, three auxiliary systems and four kinds of application systems. To promote the overall thinking of the eight mechanisms, six online applications and nine benefits as the main content of the local public security organs to promote the information construction of public security, and based on this theory, Put forward the local public security organs to promote the information construction of public security "ten grasp" countermeasures. The informatization construction of local public security organs is a complex system engineering, which needs cooperation and input from many sides. The research in this paper is only a summary of the practice and theoretical summary of the author's actual work in the management of the information construction of public security. I believe that the research results of this paper will promote the public security organs in our country. Especially the informatization construction of local public security organs has positive reference significance and important reference value.
