溫州市L鎮(zhèn)公安機關(guān)防控群體性事件研究

【摘要】：我國當(dāng)前正處于社會主義新常態(tài)轉(zhuǎn)型發(fā)展的關(guān)鍵時刻,各種社會矛盾激發(fā),各類利益群體之間的沖突越發(fā)頻繁,因此群體性事件漸成多發(fā)態(tài)勢。穩(wěn)定和諧的外部環(huán)境是轉(zhuǎn)型和發(fā)展的基礎(chǔ)。因此正確的處理好轉(zhuǎn)型、發(fā)展以及和諧穩(wěn)定之間的關(guān)系尤其重要�，F(xiàn)階段群體性事件的不斷滋生和所其造成的負(fù)面影響,已成為影響我國社會和諧穩(wěn)定、公共安全和經(jīng)濟社會轉(zhuǎn)型發(fā)展的突出矛盾問題,公安機關(guān)作為應(yīng)對和處置群體性事件的主力軍,應(yīng)當(dāng)進一步加強責(zé)任感和危機感,充分認(rèn)清群體性事件的特點、成因、發(fā)展趨勢,以防為主,綜合施策,全力確保社會大局穩(wěn)定,為改革發(fā)展保駕護航。本文主體由三部分組成。第一部分,以溫州市L鎮(zhèn)公安機關(guān)應(yīng)對群體性事件的實際工作作為切入點,通過案例分析和文獻(xiàn)資料查詢等方式對群體性事件應(yīng)對工作的現(xiàn)狀、一些經(jīng)驗做法以及存在問題進行較為全面系統(tǒng)的分析。第二部分,針對L鎮(zhèn)的不同職業(yè)的人群設(shè)計并發(fā)放了名為《2015年L鎮(zhèn)公安機關(guān)應(yīng)對群體性事件有關(guān)情況調(diào)查問卷》,同時,筆者還專門組織了對L鎮(zhèn)政府信訪辦公室主任、副主任,L鎮(zhèn)公安分局辦公室分管信訪工作的副主任、負(fù)責(zé)群體性事件現(xiàn)場處置的指揮員以及參與處置群體性事件的3名一線民警,共計7人的訪談,調(diào)研內(nèi)容主要是對群體性事件的認(rèn)識、群體性事件高發(fā)的原因和引發(fā)因素、處置的難點、存在的問題以及如何更好地應(yīng)對群體性事件的意見和建議等。在匯總分析調(diào)查和訪談結(jié)果的基礎(chǔ)上,著重探索有效防控群體性事件的對策,對L鎮(zhèn)公安機關(guān)在應(yīng)對群體性事件時存在的問題進一步進行分析。第三部分,研究和討論鎮(zhèn)一級公安機關(guān)防控群體性事件的措施和機制,向鎮(zhèn)一級公安機關(guān)提供切實可行的常態(tài)機制和應(yīng)對措施,從而有效應(yīng)對突發(fā)性的群體性事件。本章中具體提出了四種措施,即加快鎮(zhèn)級公安機關(guān)職能轉(zhuǎn)變合理利用警力,完善預(yù)防群體性事件的法治建設(shè),構(gòu)建多元共治的基層維穩(wěn)新機制,加強情報信息收集研判力度。結(jié)論部分,總結(jié)本文的研究成果并提出研究成果中的不足,并對該領(lǐng)域今后的研究提出設(shè)想。
[Abstract]:At present, our country is in the crucial moment of the transformation and development of the new socialist normal. Various kinds of social contradictions are stimulated and conflicts between various interest groups become more and more frequent, so the group events become more and more frequent. A stable and harmonious external environment is the basis for transformation and development. Therefore, it is particularly important to properly handle the relationship between transformation, development and harmony and stability. At the present stage, the continuous breeding and negative effects of mass incidents have become prominent contradictions affecting social harmony and stability, public security and the development of economic and social transformation. As the main force in dealing with and dealing with mass incidents, public security organs should further strengthen their sense of responsibility and sense of crisis, fully recognize the characteristics, causes and development trend of mass incidents, so as to prevent them from giving priority to, and give comprehensive measures to them. Make every effort to ensure the overall social stability, for the reform and development of the escort. The main body of this paper consists of three parts. The first part, taking the actual work of the public security organ in L Town of Wenzhou City as the breakthrough point to deal with the group incident, through the case analysis and the literature inquiry and so on, the present situation of the response to the group incident. Some experiences and practices as well as existing problems are analyzed in a more comprehensive and systematic way. In the second part, the author designs and distributes a questionnaire on the situation of L Town Public Security organs responding to Mass incidents in 2015 for different occupations in L Town. At the same time, the author also specially organizes the director of the Office of Letters and visits of L Town Government. Deputy Director, Deputy Director in charge of letter and visit work in the Public Security Branch Office of L Town, commander in charge of handling group incidents on the spot and three first-line police officers involved in dealing with group incidents, a total of 7 interviews were conducted. The main contents of the investigation are the understanding of group events, the causes and causes of the high incidence of group incidents, the difficulties in dealing with them, the existing problems, and the opinions and suggestions on how to deal with group incidents better. On the basis of summing up and analyzing the results of investigation and interview, the countermeasures of effective prevention and control of group incidents are emphatically explored, and the problems existing in the public security organs of L Town in dealing with group incidents are further analyzed. The third part studies and discusses the measures and mechanisms of preventing and controlling group incidents in the public security organs at the town level, and provides practical normal mechanism and countermeasures to the public security organs at the town level, so as to effectively deal with the sudden mass incidents. In this chapter, four measures are put forward, that is, speeding up the transformation of the functions of township public security organs, making rational use of police force, perfecting the construction of rule of law to prevent mass incidents, constructing a new mechanism of maintaining stability at the grass-roots level of pluralistic and co-governing, and strengthening the strength of collecting and judging information and information. The conclusion part summarizes the research results of this paper and puts forward the deficiencies of the research results, and puts forward some tentative ideas for the future research in this field.
