【摘要】： 目前我國正處在社會(huì)轉(zhuǎn)型期,從世界發(fā)展的歷史經(jīng)驗(yàn)上看,這是一個(gè)各種矛盾較多,社會(huì)沖突頻發(fā)的時(shí)期。而警察由于其特殊的身份和功能,很容易受到公眾的關(guān)注,引起各方的批評,承受著巨大的壓力。近期出現(xiàn)的上海楊佳襲警案、貴州甕安事件、云南看守所“躲貓貓”事件等警察公共關(guān)系危機(jī)事件,更加對公安工作和警察形象造成不利影響。這些情況已經(jīng)引起我們的重視。從2003年11月開始,第二十次全國公安會(huì)議就指出了要加強(qiáng)警察公共關(guān)系理論的研究和探索,從而進(jìn)一步加強(qiáng)公共關(guān)系建設(shè),進(jìn)一步密切警民關(guān)系。 本文分析了我國警察公共關(guān)系現(xiàn)狀,結(jié)合實(shí)際出現(xiàn)的危機(jī)事例,通過吸取歷史教訓(xùn),并進(jìn)一步參考國外經(jīng)驗(yàn),提出建立完善科學(xué)的警察公共關(guān)系危機(jī)管理機(jī)制,在危機(jī)事件發(fā)生前做出有效預(yù)警,在危機(jī)事件發(fā)生后能夠及時(shí)采取措施,合理處置危機(jī)。在當(dāng)前社會(huì)轉(zhuǎn)型期內(nèi),有效的警察公共關(guān)系危機(jī)管理既是公安機(jī)關(guān)履行職責(zé)和歷史使命的需要,也是維護(hù)政府聲譽(yù)和良好形象的需要。本文根據(jù)過程分析方法的思路和框架,將警察公共關(guān)系危機(jī)管理機(jī)制分為預(yù)警、預(yù)控、溝通、處置、保障五部分,這五部分是一個(gè)有機(jī)的整體,應(yīng)統(tǒng)一規(guī)劃,系統(tǒng)運(yùn)作,緊密銜接。以科學(xué)有效的監(jiān)測預(yù)警作為應(yīng)對危機(jī)的前提條件;以早期對危機(jī)的誘因采取措施作為首要手段;以積極主動(dòng)的溝通貫穿始終;以采取針對性的措施來處置化解危機(jī);以專業(yè)的管理機(jī)構(gòu)和長期培訓(xùn)演練作為助推手段,積極加強(qiáng)警察公關(guān)危機(jī)管理。
[Abstract]:At present, our country is in the period of social transformation. From the historical experience of world development, it is a period of various contradictions and frequent social conflicts. Because of its special status and function, the police are easy to be concerned by the public, arouse criticism from all sides, and bear great pressure. The recent Shanghai Yang Jia attack on the police, the Weng'an incident in Guizhou and the Yunnan detention center's "hide and seek cat" incident and other public relations crisis incidents have even more adversely affected the public security work and the image of the police. These situations have drawn our attention. Since November 2003, the 20th National Public Security Conference has pointed out that it is necessary to strengthen the research and exploration of the theory of police public relations, so as to further strengthen the construction of public relations and further strengthen the relationship between the police and the people. This paper analyzes the present situation of the police public relations in our country, combines the actual crisis cases, through drawing the historical lessons, and further referring to the foreign experience, puts forward to establish and perfect the scientific management mechanism of the police public relations crisis. Make effective early warning before the crisis event, can take the measure in time after the crisis event, deal with the crisis reasonably. In the current social transition period, effective police public relations crisis management is not only the need of public security organs to perform their duties and historical mission, but also the need to maintain the government reputation and good image. According to the thought and frame of the process analysis method, this paper divides the police public relations crisis management mechanism into five parts: early warning, pre-control, communication, disposal and protection. These five parts are an organic whole, which should be unified planning and system operation. Close to each other. Taking scientific and effective monitoring and early warning as the precondition to deal with the crisis, taking early measures to the inducement of the crisis as the primary means, using proactive communication throughout, taking targeted measures to deal with and resolve the crisis; Taking professional management organization and long-term training and training exercise as booster, we should strengthen the crisis management of police public relations.
