【摘要】： 我國基層公安機(jī)關(guān)是依法建立的承擔(dān)維護(hù)國家安全、維護(hù)社會(huì)治安秩序、保護(hù)公民的人身安全、人身自由和合法財(cái)產(chǎn)、保護(hù)公共財(cái)產(chǎn)、預(yù)防制止和懲治犯罪活動(dòng)職能和任務(wù)的國家基層行政機(jī)關(guān),是我國人民民主專政政權(quán)中具有武裝性質(zhì)的治安行政和刑事司法基層機(jī)關(guān)。它具有民主和專政兩項(xiàng)基本職能。我國的基層公安機(jī)關(guān)是人民民主專政的重要工具之一,是國家政權(quán)的重要組成部分,為新中國建立和建設(shè)做出了巨大貢獻(xiàn)。改革開放以后,我國基層公安機(jī)關(guān)迅速發(fā)展,隊(duì)伍不斷壯大,人數(shù)不斷增多。隨著改革開放的不斷深入和市場經(jīng)濟(jì)制度逐步確立、不斷完善,黨的十六屆四中全會(huì)提出了構(gòu)建社會(huì)主義和諧社會(huì)的任務(wù),黨的十七大又作了深刻闡述和規(guī)定。在這偉大的歷史時(shí)期,基層公安機(jī)關(guān)面臨著新的形勢和任務(wù),也暴露出大量的問題,集中表現(xiàn)在與和諧社會(huì)構(gòu)建不適應(yīng)、不和諧�；鶎庸矙C(jī)關(guān)應(yīng)深刻認(rèn)識、準(zhǔn)確把握當(dāng)前我國發(fā)展的階段性特征在穩(wěn)定領(lǐng)域的具體表現(xiàn),在提供傳統(tǒng)公共安全服務(wù)的情況下,如何創(chuàng)新,如何適應(yīng)和諧社會(huì)要求,應(yīng)具備哪些新的功能作用,基層公安機(jī)關(guān)才能不斷回應(yīng)人民群眾的新期待、滿足人民群眾的新要求,全面完成歷史使命。 本文嘗試從基層公安機(jī)關(guān)這個(gè)層面,發(fā)現(xiàn)其在構(gòu)建和諧社會(huì)中職能發(fā)揮存在的問題和原因,并在科學(xué)發(fā)展觀指導(dǎo)下提出建設(shè)服務(wù)型基層公安機(jī)關(guān)的有效對策。在構(gòu)建和諧社會(huì)的歷史時(shí)期,基層公安機(jī)關(guān)功能作用能有效發(fā)揮,就要在提供傳統(tǒng)安全保障的同時(shí)要通過加強(qiáng)教育、提高隊(duì)伍素質(zhì)、理順公安機(jī)關(guān)的管理體制和內(nèi)部組織結(jié)構(gòu)、建立健全公安機(jī)關(guān)的人事管理制度,加強(qiáng)公安基層基礎(chǔ)工作、明確公安機(jī)關(guān)的職權(quán)范圍、規(guī)范執(zhí)法行為、轉(zhuǎn)變公安管理方式等措施提供優(yōu)質(zhì)高效的公共安全服務(wù),不斷滿足人民群眾的新期待新要求,并使這些功能作用發(fā)揮最大功效,有力促進(jìn)社會(huì)和諧。 本文立足實(shí)戰(zhàn),服務(wù)基層,希冀能通過本文的研究,促進(jìn)基層公安機(jī)關(guān)更有效融入構(gòu)建和諧社會(huì)中,發(fā)揮最大功效,從而對基層公安機(jī)關(guān)在實(shí)際工作中起到現(xiàn)實(shí)指導(dǎo)作用,實(shí)現(xiàn)基層公安機(jī)關(guān)現(xiàn)階段的歷史使命。
[Abstract]:The grassroots public security organs in China are established according to law to safeguard national security, maintain public order, protect citizens' personal safety, personal freedom and lawful property, and protect public property. The basic administrative organ of the state, which has the function and task of preventing and punishing criminal activities, is the basic organ of public security administration and criminal justice in the people's democratic dictatorship of our country. It has two basic functions of democracy and dictatorship. The basic public security organs of our country are one of the important tools of the people's democratic dictatorship and an important part of the state power, and have made great contributions to the establishment and construction of the new China. Since the reform and opening up, the public security organs at the grassroots level in our country have developed rapidly, the ranks have been growing and the number of people has been increasing. With the deepening of reform and opening up and the gradual establishment and perfection of the market economy system, the fourth Plenary session of the 16th CPC Central Committee put forward the task of building a harmonious socialist society, and the 17th National Congress of the Party made a profound exposition and stipulation. In this great historical period, the grass-roots public security organs are faced with new situations and tasks, but also exposed a large number of problems, concentrated on the construction of a harmonious society is not suitable, not harmonious. The public security organs at the grass-roots level should have a profound understanding of how to accurately grasp the concrete performance of the stage characteristics of the current development of our country in the field of stability, how to innovate and adapt to the requirements of a harmonious society under the condition of providing traditional public security services. What new functions should we have so that the public security organs at the grass-roots level can constantly respond to the new expectations of the masses, meet the new demands of the masses, and fulfill the historical mission in an all-round way. This paper tries to find out the problems and causes of the function of the grass-roots public security organs in the construction of a harmonious society, and puts forward the effective countermeasures for the construction of service-oriented grass-roots public security organs under the guidance of the scientific concept of development. In the historical period of building a harmonious society, the function of the public security organs at the grass-roots level can be effectively brought into play. It is necessary to strengthen education, improve the quality of the team, and straighten out the management system and internal organizational structure of the public security organs while providing traditional security protection. To establish and improve the personnel management system of public security organs, to strengthen the basic work of public security at the grass-roots level, to clarify the scope of functions and powers of public security organs, to standardize law enforcement actions, to change public security management methods, and to provide high-quality and efficient public safety services. Constantly meet the new expectations of the people and new requirements, and make these functions to play the greatest role in promoting social harmony. Based on actual combat and serving the grassroots, this paper hopes that through the research of this paper, the grass-roots public security organs can be more effectively integrated into the construction of a harmonious society and play the greatest role in guiding the grass-roots public security organs in the actual work. To realize the historical mission of the basic public security organs at this stage.
