【摘要】：毒品,已經(jīng)成為當(dāng)今人類社會的一大公害。毒品問題是當(dāng)今世界各國面臨的世界性問題。關(guān)系到一國的經(jīng)濟發(fā)展、民族存亡、國民體質(zhì)、社會和諧和治安狀況,有著非同一般的重要性。制止毒品泛濫,是各國人民的共同愿望和迫切要求,懲治毒品犯罪活動,已成為司法機關(guān)一項極為重要的任務(wù)。 本文通過調(diào)查蘭州鐵路局管轄內(nèi)吸毒人員情況和毒品犯罪等情況,分析蘭州鐵路系統(tǒng)管轄范圍內(nèi)的毒品問題現(xiàn)狀和原因以及禁毒工作的實踐經(jīng)驗,為鐵路系統(tǒng)的禁毒工作提供材料分析和理論支持。 論文的調(diào)研重點分為二部分,一是對蘭州鐵路局內(nèi)部吸毒人員的現(xiàn)狀進行了排摸和分析,研究吸毒成癮的原因,二是采用資料查詢、歸納、比較分析、實地考察等多種研究方法,對鐵路公安破獲的毒品案件作了調(diào)查分析和整理,著重研究了毒品犯罪的類型、毒品的種類,毒品的藏匿方式、犯罪的成因,如歷史原因、地理原因、文化和社會原因等,并對典型案例和相應(yīng)罪名進行了解釋。 立足現(xiàn)狀,隨著《禁毒法》的頒布和實施,標(biāo)志著我國禁毒工作進入了法治化的軌道,是依法治國、依法開展禁毒工作的體現(xiàn)。為落實和執(zhí)行《禁毒法》,結(jié)合蘭州鐵路的工作特點和方法,蘭州鐵路公安局高度重視,從吸毒人員的管控到毒品犯罪的懲治打擊,采取多層次、多方法、多舉措并施,在“禁毒人們戰(zhàn)爭”中做出了積極地貢獻。
[Abstract]:Drugs, has become a major public hazard in human society today. The drug problem is a world-wide problem facing all countries in the world. Related to a country's economic development, national survival, national physique, social harmony and public security, has an extraordinary importance. It is the common desire and urgent demand of the people of all countries to stop the spread of drugs. It has become an extremely important task for the judicial organs to punish the drug crime. By investigating the situation of drug users and drug crimes under the jurisdiction of Lanzhou Railway Bureau, this paper analyzes the current situation and causes of drug problems in the jurisdiction of Lanzhou Railway system, as well as the practical experience of drug control work. To provide material analysis and theoretical support for the anti-drug work of railway system. The research focus of the paper is divided into two parts. One is to analyze the current situation of drug users in Lanzhou Railway Bureau, to study the reasons of drug addiction, and to use information inquiry, induction, comparative analysis. Through field visits and other research methods, the investigation and analysis of drug cases cracked by railway public security officers have been carried out, with emphasis on the types of drug crimes, the types of drugs, the ways of drug hiding, and the causes of crimes, such as historical causes. Geographical reasons, cultural and social reasons, and typical cases and corresponding charges are explained. Based on the present situation, with the promulgation and implementation of the Drug Control Law, the work of drug control in our country has entered the track of rule by law, which is the embodiment of running the country according to law and carrying out the work of drug control according to law. In order to implement and enforce the Anti-Drug Law and combine the work characteristics and methods of Lanzhou Railway, the Lanzhou Railway Public Security Bureau attaches great importance to it, from the control of drug users to the punishment and crackdown of drug-related crimes, and adopts multi-level, multi-methods, multi-measures and measures. He has made a positive contribution to the War on Drug Control.
