【摘要】： 改革開放以來,隨著工業(yè)化、城市化進(jìn)程的不斷加快,我國出現(xiàn)了以農(nóng)民為主體、以城市為主要流入地的人口流動(dòng)大潮。流動(dòng)人口的快速增長(zhǎng),既為我國經(jīng)濟(jì)社會(huì)發(fā)展注入了活力,也對(duì)城市承受能力和政府管理能力提出了挑戰(zhàn)。因此,加強(qiáng)對(duì)流動(dòng)人口管理問題的研究,探索流動(dòng)人口管理的新體制、新機(jī)制、新模式,使流動(dòng)人口在經(jīng)濟(jì)社會(huì)發(fā)展中發(fā)揮更加積極的作用,具有重要的現(xiàn)實(shí)意義。 本文根據(jù)運(yùn)用統(tǒng)計(jì)和問卷調(diào)查等方法所獲得的資料,描述了湖南省流動(dòng)人口的基本特征及發(fā)展趨勢(shì),重點(diǎn)分析了湖南省流動(dòng)人口管理存在的主要問題及原因；最后通過借鑒國外和國內(nèi)先進(jìn)地區(qū)的經(jīng)驗(yàn),并應(yīng)用新公共服務(wù)理論、治理理論、社會(huì)融合理論等相關(guān)理論,提出了加強(qiáng)流動(dòng)人口服務(wù)管理工作的對(duì)策建議。本文認(rèn)為,當(dāng)前湖南省流動(dòng)人口管理工作存在的主要問題是：管理力量薄弱、管理手段落后、經(jīng)費(fèi)保障不足、機(jī)制不健全、服務(wù)不到位。針對(duì)這些問題,本文提出了加強(qiáng)湖南省流動(dòng)人口管理工作的對(duì)策建議：確立以人為本的理念，增強(qiáng)服務(wù)意識(shí),提高流動(dòng)人口管理工作要求；創(chuàng)新管理體制,完善流動(dòng)人口管理工作機(jī)制；完善政策法規(guī),擴(kuò)大公共服務(wù)；創(chuàng)新管理模式,提升流動(dòng)人口社會(huì)化管理水平。
[Abstract]:Since the reform and opening up, along with the industrialization and the acceleration of the urbanization process, there has been a great tide of population mobility in our country, in which the peasants are the main body and the city is the main floating land. The rapid growth of floating population has not only injected vitality into the economic and social development of our country, but also challenged the ability of urban affordability and government management. Therefore, it is of great practical significance to strengthen the research on the management of floating population, to explore the new system, mechanism and mode of floating population management, and to make the floating population play a more active role in the economic and social development. Based on the data obtained by the methods of statistics and questionnaire, this paper describes the basic characteristics and development trend of the floating population in Hunan Province, and analyzes the main problems and causes of the management of the floating population in Hunan Province. Finally, based on the experience of foreign and domestic advanced regions, and applying the new public service theory, governance theory, social integration theory and other relevant theories, this paper puts forward some countermeasures and suggestions to strengthen the service management of floating population. This paper holds that the main problems existing in the management of floating population in Hunan Province are: weak management power, backward management means, inadequate financial guarantee, imperfect mechanism and inadequate service. In view of these problems, this paper puts forward countermeasures and suggestions to strengthen the management of floating population in Hunan Province: establishing the concept of "people-oriented", strengthening the consciousness of service, and raising the requirements of the management of floating population; Innovating the management system, perfecting the management mechanism of the floating population, perfecting the policies and regulations, expanding the public service, innovating the management mode, improving the socialized management level of the floating population.
