H市交警支隊公務員績效考核現(xiàn)狀分析和對策研究

【摘要】: 近幾年來,隨著科學發(fā)展觀和正確政績觀的提出,公務員的績效考核得到了國內外各界的普遍關注。對公務員的績效進行科學合理的考核,是政府作出正確決策的依據(jù),也是提高公務員隊伍素質、優(yōu)化公務員隊伍結構,提高我國政府行政效率的重要手段。但是,我國的公務員績效考核制度還處于初創(chuàng)階段,在理論上還不成熟,在制度設和實際執(zhí)行中也存在著很多的困惑和誤區(qū)。隨著經濟體制改革和行政體制改革的不斷深入,我國公務員考核制度的弊端也日益暴露出來。顯然,我國公務員的考核制度中存在的這些理論上和實踐上的誤區(qū)亟待解決。 本文從公務員績效考核制度的內涵、特征及其理論基礎的考察入手,結合現(xiàn)代行政管理體制,提出了現(xiàn)代公務員績效考核指標的設計要求。其次,針對我國當前在公務員績效考核制度設計與實踐中存在的困惑與誤區(qū),借鑒國外先進的績效管理經驗,從制度、方法、手段以及激勵機制等層面上提出H市交警支隊公務員績效考核對策建議。
[Abstract]:In recent years, with the scientific development concept and the correct view of political achievement, the performance evaluation of civil servants has received widespread attention from all walks of life at home and abroad. Scientific and reasonable assessment of the performance of civil servants is the basis for the government to make correct decisions, and is also an important means to improve the quality of civil servants, optimize the structure of civil servants, and improve the administrative efficiency of our government. However, the performance appraisal system of civil servants in our country is still in its infancy, which is not mature in theory, and there are many puzzles and misunderstandings in the system design and practical implementation. With the deepening of the reform of economic system and administrative system, the malpractice of civil servant appraisal system in our country has been exposed day by day. Obviously, these theoretical and practical misunderstandings in the appraisal system of civil servants in our country need to be solved urgently. Starting with the connotation, characteristics and theoretical basis of the performance appraisal system for civil servants, this paper puts forward the design requirements of the performance appraisal index for modern civil servants in combination with the modern administrative management system. Secondly, aiming at the confusion and misunderstanding existing in the design and practice of the performance appraisal system of civil servants in our country, the author draws lessons from the advanced performance management experience of foreign countries, from the system, the method, At the level of means and incentive mechanism, the paper puts forward some countermeasures and suggestions on the performance appraisal of civil servants of traffic police detachment in H city.
