【摘要】：社會(huì)治安問題歷來是社會(huì)關(guān)注的熱點(diǎn)問題,警察歷來是社會(huì)熱點(diǎn)人物,公安局長(zhǎng)往往又是熱點(diǎn)中的焦點(diǎn)。在公安局長(zhǎng)隊(duì)伍中有因公殉職后14萬群眾自發(fā)為她送行的公安局長(zhǎng)的楷模任長(zhǎng)霞,有被稱為"東北虎的鐵掌"、"王青天"的打黑局長(zhǎng)王立軍,但也有喪失宗旨、保黑害民、貪贓枉法的敗類局長(zhǎng)。2009年2月18日,第一批425名縣級(jí)公安局長(zhǎng)進(jìn)京接受培訓(xùn),拉開了縣級(jí)公安局長(zhǎng)大培訓(xùn)的序幕。如此大規(guī)模的集中培訓(xùn),在新中國公安史上尚屬首次,公安局長(zhǎng)也因此再次聚集了人們的視線。作為"國家安危,系于一半"的公安機(jī)關(guān)的首腦——公安局長(zhǎng),肩負(fù)著重要的政治責(zé)任和社會(huì)責(zé)任。自2003年中央13號(hào)文件公布以后,各級(jí)公安機(jī)關(guān)負(fù)責(zé)人逐步進(jìn)入地方黨政班子。據(jù)不完全統(tǒng)計(jì),已經(jīng)有一半的縣級(jí)公安局長(zhǎng)擔(dān)任地方政府副職。公安局長(zhǎng)權(quán)力升級(jí),責(zé)任更加重大。面對(duì)新形勢(shì)、新任務(wù),縣級(jí)公安局長(zhǎng)的能力素質(zhì)如何適應(yīng)新的更高的要求,哪些方面應(yīng)特別予以加強(qiáng),本刊對(duì)此進(jìn)行專門探討。
[Abstract]:The problem of social security has always been a hot issue of social concern, the police has always been a hot figure in the society, and the chief of public security is often the focus of the hot spot. In the ranks of public security directors, there is Ren Changxia, a model public security chief who was spontaneously sent off by 140000 people after her death in line of duty, Wang Lijun, who is known as the "iron palm of the Siberian tiger" and "Wang Qingtian," who has also lost his purpose to protect the black from harm to the people. On February 18, 2009, the first group of 425 county public security directors came to Beijing for training, which opened the prelude of the great training of county public security directors. It is the first time in the history of New China that such a large-scale centralized training has brought together people's attention again. As the head of the public security organ, the head of the public security organ is shouldering important political and social responsibility. Since the publication of the 2003 Central document 13, the heads of public security organs at all levels have gradually entered the local party and government bodies. According to incomplete statistics, half of county-level public security directors hold deputy posts in local governments. The power of the chief of public security is upgraded and the responsibility is even greater. In the face of the new situation and new tasks, how to adapt the ability and quality of county public security chief to the new and higher requirements, and what aspects should be specially strengthened are discussed in this paper.
