【摘要】： 隨著城市化進(jìn)程的加快,大量農(nóng)民在國(guó)家政策與社會(huì)轉(zhuǎn)型期中迫于生活壓力以及為求利潤(rùn)與自身發(fā)展大規(guī)模涌入城市,但是由他們所滋生的犯罪問(wèn)題也成為城市化進(jìn)程中的伴生物。而且他們通過(guò)服刑改造后在再次回歸社會(huì)的過(guò)程中將遇到更多的社會(huì)問(wèn)題,導(dǎo)致重新違法犯罪率居高不下,成為城市化發(fā)展進(jìn)程的阻礙。通過(guò)對(duì)上海市監(jiān)獄系統(tǒng)農(nóng)民工罪犯的調(diào)查研究,研究農(nóng)民工犯罪的特點(diǎn)、成因,由此從制度和操作層面提出解決和遏制農(nóng)民工犯罪的方法,并探索對(duì)犯罪的農(nóng)民工在服刑期間的教育管理,使他們能增強(qiáng)社會(huì)適應(yīng)能力。期望能對(duì)維護(hù)城市治安環(huán)境、保障外來(lái)務(wù)工人員基本權(quán)益,以及減少重新犯罪率和增進(jìn)社會(huì)的整合與穩(wěn)定,社會(huì)順利轉(zhuǎn)型提供一些有益建議。
[Abstract]:With the acceleration of the urbanization process, a large number of farmers in the national policy and social transition period forced to live under pressure, and in order to seek profits and their own development into the city on a large scale. But the crime problem that they breed also becomes the companion creature in the process of urbanization. And they will encounter more social problems in the process of returning to the society again after they have served their sentences, which will lead to the high rate of re-illegal crime and become an obstacle to the development of urbanization. Through the investigation and research on the criminals of migrant workers in the prison system of Shanghai, this paper studies the characteristics and causes of the crimes committed by migrant workers, and puts forward the methods to solve and curb the crimes committed by migrant workers from the system and the operational level. It also explores the educational management of migrant workers who commit crimes while serving their sentences, so that they can enhance their ability to adapt to society. It is expected to provide some useful suggestions for the maintenance of urban public security environment, the protection of the basic rights and interests of migrant workers, the reduction of recidivism and the promotion of social integration and stability, and the smooth transformation of the society.
