【摘要】：隨著經(jīng)濟(jì)全球化時(shí)代的帶來(lái),城市化進(jìn)程逐步加快,信息網(wǎng)絡(luò)的普及也應(yīng)運(yùn)而生,但作為一把雙刃劍,信息化的社會(huì)大環(huán)境在帶給人們溝通快捷、享用先進(jìn)科技的同時(shí),它所帶來(lái)的社會(huì)矛盾和沖突也在不斷增加,社會(huì)治安問(wèn)題日益嚴(yán)峻；另外,依賴現(xiàn)代科技信息,犯罪行為越來(lái)越呈現(xiàn)出隱蔽性、廣泛性及高發(fā)性等特點(diǎn),僅僅依靠人民警察的力量已顯得力不從心。于是,在20世紀(jì)80年代末,興起于西方國(guó)家發(fā)展的社區(qū)警務(wù)引入我國(guó),它在顛覆傳統(tǒng)警務(wù)管理模式的同時(shí),糅合了社區(qū)和警務(wù)的緊密合作,有效減少了社區(qū)的犯罪率,在營(yíng)造和諧的社區(qū)環(huán)境中,作出了先進(jìn)典范。2002年,公安部正式提出了社區(qū)警務(wù)管理戰(zhàn)略,探索適合我國(guó)國(guó)情的社區(qū)警務(wù)管理發(fā)展模式。蒼南縣位于浙江省的最南端,管轄17個(gè)鎮(zhèn)、2個(gè)民族鄉(xiāng),是沿海對(duì)外開(kāi)放縣。蒼南縣旅游條件優(yōu)越,自然和人文景觀優(yōu)美,是一個(gè)集家庭休閑、郊游及購(gòu)物于一體的旅游度假區(qū)。但是,通過(guò)實(shí)地走訪、個(gè)案調(diào)查,發(fā)現(xiàn)蒼南縣在發(fā)展旅游業(yè)的同時(shí),也帶來(lái)了不少社區(qū)治安隱患。本文在汲取國(guó)內(nèi)外社區(qū)警務(wù)經(jīng)驗(yàn)的基礎(chǔ)上,通過(guò)實(shí)地的調(diào)研,分析蒼南縣社區(qū)警務(wù)管理的建設(shè)現(xiàn)狀,深入探討蒼南縣社區(qū)管理機(jī)制的運(yùn)行,并提出相應(yīng)的優(yōu)化策略,以對(duì)蒼南縣社區(qū)警務(wù)的實(shí)踐應(yīng)用提供強(qiáng)有力的指導(dǎo)。
[Abstract]:With the advent of economic globalization, the process of urbanization has been accelerated gradually, and the popularization of information network has come into being. But as a double-edged sword, the social environment of information has brought people to communicate quickly and enjoy advanced science and technology at the same time. The social contradictions and conflicts it brings are also increasing, and the social security problems are becoming more and more serious. In addition, depending on modern scientific and technological information, criminal acts are more and more characterized by concealment, extensiveness and high incidence. Relying solely on the power of the people's police has become too weak to do. Therefore, in the late 1980s, the community policing developed in western countries was introduced into our country. It not only overturned the traditional policing management mode, but also combined the close cooperation between the community and the police, and effectively reduced the crime rate in the community. In 2002, the Ministry of Public Security formally put forward the management strategy of community policing, and explored the development mode of community policing management suitable for the national conditions of our country. Cangnan County is located in the southernmost tip of Zhejiang Province, the jurisdiction of 17 towns, 2 ethnic townships, is open coastal counties. Cangnan County has excellent tourist conditions, beautiful natural and cultural landscape, is a family leisure, outing and shopping in one of the tourist resorts. However, through field visits and case studies, it is found that Cangnan County has brought a lot of community security risks while developing tourism. Based on the experience of community policing at home and abroad, this paper analyzes the present situation of community policing management in Cangnan County, discusses the operation of community management mechanism in Cangnan County, and puts forward the corresponding optimization strategies. In order to Cangnan County community policing practice to provide strong guidance.
