【摘要】：公安民警的武力使用能力因公安機關(guān)的"武裝性質(zhì)"使其在執(zhí)法綜合能力中居于重要地位。在恐怖襲擊、極端暴力犯罪不斷發(fā)生,暴力襲警、暴力抗法問題突出的當(dāng)下,提高公安民警的武力使用能力,對于保護人民群眾的人身、財產(chǎn)安全,減少公安民警的傷亡,有效維護社會穩(wěn)定具有重要的理論與現(xiàn)實意義。提高公安民警的武力使用能力應(yīng)充分了解和掌握武力使用的法律法規(guī),把握其運用的基本原則,并從觀察和控制現(xiàn)場情景入手,通過對事發(fā)現(xiàn)場的把握與判斷,決定采取相應(yīng)的武力措施,從而在與違法犯罪分子的博弈中立于不敗之地,順利完成法律賦予的使命。
[Abstract]:The ability of the police to use force plays an important role in the comprehensive ability of law enforcement because of the "armed nature" of the public security organs. At a time when terrorist attacks, crimes of extreme violence continue to occur, violent attacks on police, and violence against the law are prominent issues, improving the ability of the police to use force will protect the personal and property safety of the people and reduce the casualties of the police. Effective maintenance of social stability has important theoretical and practical significance. To improve the ability of the police to use force, we should fully understand and master the laws and regulations of the use of force, grasp the basic principles of the use of force, and begin with observing and controlling the scene of the scene, and through the grasp and judgment of the scene of the incident, Decided to take appropriate force measures, thus in the game with criminals in an invincible position, the smooth completion of the mission entrusted by the law.
