【摘要】：我國已經(jīng)進(jìn)入一個(gè)信息隨榮隨枯的時(shí)代,呈現(xiàn)爆炸式增長的信息在加深人們思想認(rèn)識(shí)、改造思維方式的同時(shí),不可避免的也會(huì)帶來一些負(fù)面影響。我國網(wǎng)民由于個(gè)人年齡、生活經(jīng)歷、思維方式等方面的不同,在對(duì)待負(fù)面信息時(shí)具有應(yīng)變能力不一。一些思想不堅(jiān)定的網(wǎng)民容易受到網(wǎng)上負(fù)面信息的誤導(dǎo),形成偏激的思想,當(dāng)這些網(wǎng)民越來越多時(shí),形成一種強(qiáng)大的合力,就易危害到網(wǎng)絡(luò)環(huán)境中的穩(wěn)定,產(chǎn)生網(wǎng)絡(luò)群體性事件。而且,由于我國政府還未形成一套有效的應(yīng)對(duì)網(wǎng)絡(luò)群體性事件的處理方案和辦法,往往采取"頭痛治頭,腳痛治腳"的辦法,不能從根本上抑制網(wǎng)絡(luò)群體性事件的發(fā)生。綜合以上分析發(fā)現(xiàn),在初期,正確對(duì)待網(wǎng)絡(luò)上的信息——即網(wǎng)絡(luò)輿論,對(duì)于預(yù)防網(wǎng)絡(luò)群體性事件的發(fā)生起到了基礎(chǔ)作用。論文以地方政府輿論引導(dǎo)視角為切入點(diǎn),詳細(xì)解析地方政府在處理網(wǎng)絡(luò)群體性事件發(fā)生過程中輿論引導(dǎo)的手段。論文從基礎(chǔ)理論入手,對(duì)網(wǎng)絡(luò)群體性事件、地方政府、輿論引導(dǎo)等概念的闡述,并運(yùn)用"沉默的螺旋"、議程設(shè)置、信息傳播"5W"等理論和文獻(xiàn)研究法、因果分析法等研究方法,詳細(xì)分析了地方政府在處理網(wǎng)絡(luò)群體性事件中輿論引導(dǎo)的現(xiàn)狀,在研究中發(fā)現(xiàn)地方政府在處理網(wǎng)絡(luò)群體性事件中輿論引導(dǎo)存在的輿論引導(dǎo)手段收效甚微、主流官方媒體失職、網(wǎng)絡(luò)蒙面效應(yīng)顯著和政務(wù)人員工作相互推諉等不足和缺陷,通過對(duì)美國、德國政府輿論引導(dǎo)方式的闡述,對(duì)其政府采取的措施和手段進(jìn)行深入分析,總結(jié)其成功的經(jīng)驗(yàn),并依據(jù)我國目前的具體情況,提出地方政府在網(wǎng)絡(luò)群體性事件中輿論引導(dǎo)的對(duì)策,具體包括政府利用輿論領(lǐng)袖引導(dǎo)公民輿論、將傳統(tǒng)媒體與新媒體結(jié)合、地方政府強(qiáng)化自身輿論引導(dǎo)機(jī)制和提高地方政府內(nèi)部協(xié)調(diào)性等措施,希望能為地方政府處理網(wǎng)絡(luò)群體性事件提供依據(jù)。
[Abstract]:Our country has entered an era of information with prosperity and withered. The explosive growth of information not only deepens people's understanding of thinking and transforms the mode of thinking, but also inevitably brings some negative effects. Chinese Internet users have different ability to deal with negative information because of the difference of personal age, life experience, thinking mode and so on. Some Internet users who do not have firm thoughts are easily misled by negative information on the net and form radical thoughts. When more and more of these netizens form a strong resultant force, it is easy to endanger the stability of the network environment and produce network group events. Moreover, since our government has not yet formed a set of effective solutions to network group incidents, we often adopt the "headache treatment, foot pain treatment" method, can not fundamentally suppress the occurrence of network group incidents. From the above analysis, it is found that in the initial stage, the correct treatment of network information, that is, network public opinion, plays a fundamental role in preventing the occurrence of network mass events. From the perspective of local government public opinion guidance, the paper analyzes in detail the means of public opinion guidance in the process of dealing with network mass incidents. Starting with the basic theory, this paper expounds the concepts of network group events, local governments and public opinion, and applies the theory of "the spiral of silence", agenda setting, information dissemination "5W" and literature research, causality analysis, etc. This paper analyzes in detail the current situation of public opinion guidance of local governments in dealing with network mass incidents, and finds out in the study that the local governments have little effect on the means of public opinion guidance in dealing with network mass incidents, and the mainstream official media derelicts their duties. The network masked effect is remarkable and the administrator works mutually shirk and so on the insufficiency and the flaw, through to the United States, the German government public opinion guidance way elaboration, carries on the thorough analysis to its government's measure and the method, summarizes its successful experience, According to the current situation of our country, this paper puts forward the countermeasures of local government guiding public opinion in the network mass events, including the use of public opinion leaders to guide public opinion, the combination of traditional media and new media. The local government should strengthen its own public opinion guiding mechanism and improve the internal coordination of the local government, hoping to provide the basis for the local government to deal with the network group incidents.
