【摘要】： 近年來,我國公共安全事件頻發(fā),形勢嚴(yán)峻。公共安全問題已成為政府和全社會(huì)關(guān)注的熱點(diǎn)。公共安全是國家安全的重要組成部分,是經(jīng)濟(jì)社會(huì)發(fā)展的基礎(chǔ),是構(gòu)建社會(huì)主義和諧社會(huì)的重要保障。本文從有關(guān)安全的基本概念出發(fā),對公共安全、公共安全管理的內(nèi)涵進(jìn)行深入分析,對其外延的準(zhǔn)確界定也作了初步嘗試,提出并闡釋了公共安全管理的幾項(xiàng)基本原則。通過對我國公共安全現(xiàn)狀、存在問題、主要表現(xiàn)以及導(dǎo)致其發(fā)生的管理因素幾個(gè)方面的探析,闡述了公共安全管理的要素、環(huán)節(jié)和制約因素,提出了進(jìn)一步加強(qiáng)和改善社會(huì)公共安全管理的目標(biāo)和相關(guān)措施。同時(shí)對公共安全管理的主體作了深入研究,對如何正確、充分地發(fā)揮政府及其部門、非政府組織、社會(huì)團(tuán)體等不同主體在公共安全管理中的作用提出了相應(yīng)的對策要求。 本文著重在對公共安全事件多發(fā)的原因和管理主體分析的基礎(chǔ)上,指出提升公共安全管理的基本路徑,給出了必須切實(shí)抓好落實(shí)的九條主要措施,即加強(qiáng)公共安全管理體系建設(shè);健全安全法律體系,提高依法管理水平;加強(qiáng)治安管理,維護(hù)社會(huì)穩(wěn)定;完善整治措施,確保食品和公共衛(wèi)生安全;改善消防管理,減少火災(zāi)事故;完善管理手段,保障交通安全;加強(qiáng)宣傳教育,提高管理水平;健全問責(zé)機(jī)制,強(qiáng)化責(zé)任追究以及加強(qiáng)社會(huì)管理,完善救助制度等。
[Abstract]:In recent years, China's public security incidents occur frequently, the situation is grim. Public safety has become the focus of attention of the government and the whole society. Public security is an important part of national security, the foundation of economic and social development, and the important guarantee of building a harmonious socialist society. Starting from the basic concept of security, this paper makes a deep analysis of the connotation of public security and public safety management, and makes a preliminary attempt to define its extension accurately, and puts forward and explains several basic principles of public safety management. Based on the analysis of the present situation, existing problems, main performance and management factors leading to public safety in China, this paper expounds the elements, links and restrictive factors of public security management. The aim and relevant measures of further strengthening and improving the management of social public safety are put forward. At the same time, the main body of public security management is deeply studied, and the corresponding countermeasures are put forward for how to give full play to the role of different subjects, such as the government and its departments, non-governmental organizations and social organizations, in the management of public security. Based on the analysis of the causes of frequent public safety incidents and the main body of management, this paper points out the basic ways to improve the management of public safety, and gives nine main measures that must be carried out. That is, to strengthen the construction of the public safety management system, to improve the safety legal system, to improve the level of legal management, to strengthen the public security management, to maintain social stability, to perfect the rectification measures, to ensure the safety of food and public health, to improve the fire control management, Reduce fire accident; perfect management means to ensure traffic safety; strengthen propaganda and education, improve management level; perfect accountability mechanism, strengthen responsibility investigation, strengthen social management, perfect relief system, etc.
