【摘要】：近年來(lái),隨著我國(guó)經(jīng)濟(jì)建設(shè)的快速發(fā)展,城市規(guī)模的不斷擴(kuò)張,機(jī)動(dòng)車(chē)保有量呈現(xiàn)出了幾何級(jí)的增長(zhǎng)。在機(jī)動(dòng)車(chē)保有量迅速增長(zhǎng)的同時(shí),也衍生出大量的道路交通事故,并且已經(jīng)對(duì)人類(lèi)出行安全和社會(huì)經(jīng)濟(jì)發(fā)展造成了嚴(yán)峻考驗(yàn)。如何有效預(yù)防道路交通事故的發(fā)生已經(jīng)成為社會(huì)關(guān)注的熱點(diǎn)。目前,我國(guó)在道路交通事故預(yù)防方面的研究多為宏觀上的理論研究,少見(jiàn)有結(jié)合實(shí)際工作情況、在不改變行政管理部門(mén)架構(gòu)基礎(chǔ)上具有實(shí)際借鑒意義的研究。為有效加強(qiáng)道路交通事故預(yù)防工作,本文以2009年至2013年深圳市道路交通事故數(shù)據(jù)為樣本,在不改變行政管理部門(mén)架構(gòu)基礎(chǔ)上,深入對(duì)道路交通事故預(yù)防對(duì)策進(jìn)行研究。論文首先采用數(shù)據(jù)分析的方法,查找出交通事故在時(shí)間、區(qū)域、道路、交通方式、交通參與者和交通違法行為等方面的特征,分析影響道路交通安全的人、車(chē)、路、環(huán)境等四個(gè)因素。隨后通過(guò)比較研究,查找出現(xiàn)階段深圳道路交通事故預(yù)防工作中存在的不足和問(wèn)題。最后,結(jié)合國(guó)內(nèi)外先進(jìn)經(jīng)驗(yàn)及做法,從夯實(shí)交通安全宣傳教育工作、完善深圳市預(yù)防道路交通事故聯(lián)席會(huì)議制度、優(yōu)化交通事故數(shù)據(jù)統(tǒng)計(jì)分析系統(tǒng)、排除道路不安全因素以及嘗試構(gòu)建科學(xué)的智能交通管理系統(tǒng)等5個(gè)方面,提出以行政管理部門(mén)為主導(dǎo),適合深圳市道路交通實(shí)際的、行之有效的事故預(yù)防對(duì)策。
[Abstract]:In recent years, with the rapid development of China's economic construction and the continuous expansion of urban scale, the number of motor vehicles has shown a geometric growth. With the rapid growth of vehicle ownership, a large number of road traffic accidents have been generated, and have caused a severe test to the safety of human travel and the development of social economy. How to effectively prevent the occurrence of road traffic accidents has become a hot spot of social concern. At present, the study of road traffic accident prevention in our country is mostly a macroscopic theoretical study, which is rare and has practical significance on the basis of not changing the structure of administrative department. In order to effectively strengthen the prevention of road traffic accidents, this paper takes the data of road traffic accidents in Shenzhen from 2009 to 2013 as a sample, and studies the countermeasures of road traffic accidents prevention on the basis of not changing the structure of administrative departments. First of all, the paper uses the method of data analysis to find out the characteristics of traffic accidents in time, area, road, traffic mode, traffic participants and traffic violations, and analyze the people, cars and roads that affect road traffic safety. Environment and other four factors. Then through the comparative study, to find out the existing problems and shortcomings in the prevention of road traffic accidents in Shenzhen. Finally, combining the advanced experience and practice at home and abroad, from ramming up the propaganda and education work of traffic safety, perfecting the joint meeting system of road traffic accident prevention in Shenzhen, optimizing the statistical analysis system of traffic accident data, In order to eliminate the unsafe factors of roads and try to build a scientific intelligent traffic management system, this paper puts forward some effective and effective accident prevention countermeasures, which are guided by the administrative departments and suitable for the actual road traffic in Shenzhen.
