【摘要】：群體性事件凸顯出的是政府公信力的不足,政府在公正、誠(chéng)信、服務(wù)、法治、民主等各個(gè)層面都已暴露出公信力存在的問題。因而,如何有效防范和妥善處置群體性事件以增進(jìn)政府公信力已成為各級(jí)政府必須面對(duì)的重要課題。深入研究群體性事件與政府公信力之間的關(guān)系,不僅可以彌補(bǔ)群體性事件與政府公信力研究在理論上的一些不足,而且可以為政府妥善處理群體性事件和提高政府公信力提供有益的可行性建議。 本研究首先探究了群體性事件與政府公信力辯證關(guān)系的理論基礎(chǔ)；然后,分析了群體性事件與政府公信力發(fā)展的現(xiàn)狀；其次,分析了群體性事件與政府公信力辯證關(guān)系的現(xiàn)存問題及其原因；最后,對(duì)如何正確處理群體性事件、提高政府公信力,提出了有針對(duì)性的對(duì)策建議。 群體性事件與政府公信力之間具有辯證的關(guān)系。群體性事件處置得當(dāng)能夠維護(hù)和提升政府公信力,群體性事件處置不當(dāng)則會(huì)降低政府公信力；政府公信力的提高會(huì)降低群體性事件的發(fā)生數(shù)量,政府公信力的降低則會(huì)提高群體性事件的發(fā)生數(shù)量。目前,群體性事件之所以頻頻發(fā)生,政府公信力之所以不斷受到損害,主要原因在于民眾利益訴求缺乏通暢表達(dá)渠道、不少利益沖突未能及時(shí)有效化解、社會(huì)公平問題亟待政府著力解決。 解決上述問題的對(duì)策主要在于：一是要構(gòu)建暢通的利益表達(dá)渠道,包括構(gòu)建利益表達(dá)機(jī)制、建立利益協(xié)調(diào)機(jī)制；二是要維護(hù)群眾的合理利益,包括維護(hù)群眾利益、治理治理?yè)p民害民現(xiàn)象；三是要調(diào)節(jié)社會(huì)收入公平分配,包括改革收入分配制度、健全社會(huì)保障制度。
[Abstract]:Mass incidents highlight the lack of credibility of the government, the government in justice, integrity, service, the rule of law, democracy and other levels have exposed the credibility of the existing problems. Therefore, how to effectively prevent and properly deal with mass incidents in order to enhance the credibility of the government has become an important issue that governments at all levels must face. A thorough study of the relationship between mass incidents and the credibility of the government can not only make up for some theoretical deficiencies in the study of group incidents and the credibility of the government. And it can provide some feasible suggestions for the government to deal with group incidents and improve the credibility of the government. This study first explores the theoretical basis of the dialectical relationship between mass events and the credibility of the government; then, analyzes the current situation of the development of group incidents and the credibility of the government; secondly, This paper analyzes the existing problems and causes of the dialectical relationship between group incidents and the credibility of the government, and finally, puts forward some countermeasures and suggestions on how to deal with group incidents correctly and improve the credibility of the government. There is a dialectical relationship between mass events and the credibility of the government. The proper handling of group incidents can maintain and enhance the credibility of the government, the improper handling of group incidents will reduce the credibility of the government, and the increase of the credibility of the government will reduce the number of group incidents. The reduction of government credibility will increase the number of mass incidents. At present, the reason why mass incidents occur frequently and the credibility of the government is constantly damaged is mainly due to the lack of a clear channel of expression for the interests of the people, and the failure of many conflicts of interest to resolve effectively in a timely manner. The problem of social equity needs to be solved by the government. The countermeasures to solve the above problems are as follows: first, to establish an unimpeded channel of interest expression, including the construction of an interest expression mechanism, to establish a mechanism for interest coordination; and second, to safeguard the reasonable interests of the masses, including the interests of the masses. The third is to regulate the fair distribution of social income, including reforming the income distribution system and perfecting the social security system.
