【摘要】： 直接利益沖突型群體性事件是我國(guó)群體性事件的主要類型,是在我國(guó)進(jìn)入經(jīng)濟(jì)轉(zhuǎn)軌、社會(huì)轉(zhuǎn)型、結(jié)構(gòu)調(diào)整的特定歷史時(shí)期各種錯(cuò)綜復(fù)雜的國(guó)內(nèi)矛盾和問(wèn)題不斷疊加和累積的結(jié)果,同時(shí)也是在近期國(guó)際金融危機(jī)的影響下,各種新舊和內(nèi)外矛盾、問(wèn)題一起交織、交錯(cuò)并共時(shí)態(tài)迸發(fā)式融入社會(huì)領(lǐng)域而不斷激化的結(jié)果。僅2008年和2009年這兩年就發(fā)生了16件有重大影響的直接利益沖突型群體性事件,占這兩年有重大影響的群體性事件總量的62%,而2008年直接利益沖突型群體性事件的發(fā)生數(shù)量更是占到了當(dāng)年群體性事件總量的71%。我國(guó)進(jìn)入一個(gè)直接利益沖突型群體性事件多發(fā)、高發(fā)的特殊時(shí)期,已經(jīng)是一個(gè)不爭(zhēng)的事實(shí)。因此,直接利益沖突型群體性事件已經(jīng)成為當(dāng)今影響和諧社會(huì)建設(shè)的一個(gè)不穩(wěn)定因素,應(yīng)該引起各級(jí)政府部門的高度重視與強(qiáng)烈關(guān)注,更應(yīng)當(dāng)激起廣大科研理論工作者的理論勇氣與研究熱情。但由于各種原因,目前國(guó)內(nèi)關(guān)于直接利益沖突型群體性事件的專門系統(tǒng)的研究還付之闕如。而今,直接利益沖突型群體性事件的發(fā)展態(tài)勢(shì)向我們提出了加強(qiáng)相關(guān)理論建設(shè)的必要性和重要性。因此,本文首次嘗試把直接利益沖突型群體性事件作為群體性事件的一個(gè)單獨(dú)的、主要的類型來(lái)進(jìn)行研究,并試圖對(duì)它的涵義、類型、性質(zhì)、特征、研究意義以及產(chǎn)生原因進(jìn)行相應(yīng)的理論探討,最后提出可操作性的、有益的具體應(yīng)對(duì)之策。不過(guò),由于這類事件本身的高度敏感性和復(fù)雜性,以及事件發(fā)生的“瞬時(shí)性”,這就給理論研究者帶來(lái)了不少客觀條件和因素的限制,使想盡可能地接近事發(fā)現(xiàn)場(chǎng)進(jìn)行調(diào)查研究這一愿景變得不太現(xiàn)實(shí),因此本文主要以文獻(xiàn)研究為主,通過(guò)最大程度地收集國(guó)內(nèi)外有關(guān)群體性事件特別是直接利益沖突型群體性事件的研究文獻(xiàn),通過(guò)對(duì)這些“第二手資料”進(jìn)行仔細(xì)甄別、細(xì)致分析,歸納出本項(xiàng)研究所需要的“事實(shí)”。當(dāng)然,因本文研究主題領(lǐng)域之所需,政治學(xué)、行政學(xué)、經(jīng)濟(jì)學(xué)、社會(huì)學(xué)、傳播學(xué)等理論知識(shí)也是必備的,所以盡可能多地運(yùn)用當(dāng)今最新的各種學(xué)科背景知識(shí)也是本文的一大特色。同時(shí)為了增強(qiáng)內(nèi)容的生動(dòng)性和可感性,在有些部分會(huì)使用一些圖表等數(shù)學(xué)表達(dá)形式,這會(huì)在增強(qiáng)文章準(zhǔn)確性的同時(shí),以求達(dá)到圖文并茂、易懂通俗的效果。最后,歷史分析方法貫穿本文的各章節(jié)之中。具體來(lái)說(shuō),全文共分四個(gè)部分： 第一章為導(dǎo)論部分。主要對(duì)研究緣由、研究述評(píng)及研究方法、篇章結(jié)構(gòu)和可能創(chuàng)新之處等內(nèi)容進(jìn)行總體性說(shuō)明。 第二章,直接利益沖突型群體性事件概述。首先對(duì)直接利益沖突型群體性事件進(jìn)行界定,其中提出了直接利益沖突型群體性事件的三種具體類型,然后重點(diǎn)論述了直接利益沖突型群體性事件的性質(zhì)、特征和研究意義。 第三章,分析了當(dāng)前直接利益沖突型群體性事件的成因。這些具體原因分別體現(xiàn)在思想觀念、制度機(jī)制和組織行為三個(gè)方面。 第四章,闡述了規(guī)避當(dāng)前直接利益沖突型群體性事件的對(duì)策。先對(duì)規(guī)避直接利益沖突型群體性事件的基本原則作一介紹,然后重點(diǎn)分析了規(guī)避直接利益沖突型群體性事件的具體應(yīng)對(duì)措施。
[Abstract]:The direct conflict of interest group incidents are the main types of group incidents in China. It is the result of the continuous overlapping and accumulation of various complicated domestic contradictions and problems in the specific historical period of China's economic transition, social transformation and structural adjustment. At the same time, it is also the result of various new, old and internal and external situations under the influence of the recent international financial crisis. Contradictions, problems intertwined, staggered and bursting into the social sphere and intensified the results. In 2008 and 2009 alone, there were 16 significant direct conflicts of interest group incidents, accounting for 62% of the total number of significant group incidents in these two years, while in 2008 there were direct conflicts of interest group incidents. The number of incidents accounted for 71% of the total mass incidents in that year. It is an indisputable fact that China has entered a special period of frequent and high incidence of direct conflict of interest group incidents. However, due to various reasons, the special and systematic research on direct conflict of interest group incidents in China is still scarce. Nowadays, the development of direct conflict of interest group incidents is still in progress. Therefore, this paper is the first attempt to study the direct conflict of interest group events as a separate and main type of group events, and try to make a corresponding rationale for its meaning, type, nature, characteristics, research significance and causes. However, due to the high sensitivity and complexity of such incidents and the "instantaneity" of the occurrence of such incidents, this has brought many objective conditions and factors to theoretical researchers, so that they want to be as close as possible to the scene of the event to investigate and study this wish. The prospect is not very realistic, so this paper mainly focuses on literature research, through the greatest collection of domestic and foreign research literature on group incidents, especially direct conflict of interest group incidents, through careful screening and careful analysis of these "second-hand information", summed up the "facts" needed by this research. However, because of the need to study the subject areas, political science, administration, economics, sociology, communication and other theoretical knowledge is also necessary, so as much as possible to use the latest background knowledge of various disciplines is also a major feature of this article. Table and other mathematical expressions, which will enhance the accuracy of the article at the same time, in order to achieve a combination of graphics and text, easy to understand the effect of popular.
The first chapter is the introduction part, which mainly explains the research reasons, research review and research methods, text structure and possible innovations.
The second chapter is the overview of direct conflict of interest group events.Firstly, the direct conflict of interest group events are defined, and three specific types of direct conflict of interest group events are proposed.Then the nature, characteristics and research significance of direct conflict of interest group events are discussed.
The third chapter analyzes the causes of the current direct conflict of interest group events, which are embodied in three aspects: ideology, institutional mechanism and organizational behavior.
In the fourth chapter, the author expounds the countermeasures to circumvent the current direct conflict of interest group incidents. First, the basic principles of circumventing direct conflict of interest group incidents are introduced, and then the specific countermeasures to circumvent direct conflict of interest group incidents are analyzed.
