公安“大偵查”體制改革研究

【摘要】：當(dāng)前,犯罪形勢發(fā)生了新的變化,在偵查工作任務(wù)急劇加重但警力編制已無增加可能的"新常態(tài)"下,進(jìn)一步加強(qiáng)和改進(jìn)新時期、新形勢下的警力資源管理工作,推行"大部門、大警種"制,合理配備警力資源,解決機(jī)構(gòu)重疊、職責(zé)交叉、多頭管理等現(xiàn)象,提高偵查效能,是當(dāng)前警務(wù)改革的重大課題之一。目前,有一些地方已經(jīng)開始進(jìn)行偵查體制改革,也取得了一定的成效,但是仍然存在職數(shù)和考核的困境、事權(quán)劃分不清的問題等。結(jié)合我國偵查工作實際情況,筆者認(rèn)為應(yīng)將承擔(dān)相同相近職能的內(nèi)設(shè)機(jī)構(gòu)歸并,即成立"大偵查"部門,科學(xué)測算警力人員配置標(biāo)準(zhǔn),核定"大偵查"部門具體機(jī)構(gòu)編制和人才結(jié)構(gòu)模型,同時明確事權(quán)劃分,并建立相應(yīng)的配套措施,保證偵查高效率進(jìn)行。
[Abstract]:At present, new changes have taken place in the criminal situation. Under the "new normal", in which the task of investigation is sharply aggravated but the establishment of police forces is no longer possible, the management of police resources in the new period and new situation has been further strengthened and improved. To carry out the system of "large department, large police category", to allocate police resources reasonably, to solve the problems of overlapping of institutions, overlapping of duties, multiple management and so on, and to improve the efficiency of investigation, is one of the major issues in the current police reform. At present, some places have begun to carry on the investigation system reform, also has obtained the certain result, but still has the difficult position and the appraisal, the matter power division unclear question and so on. According to the actual situation of investigation work in our country, the author thinks that the internal organization with the same similar functions should be merged, that is, the department of "large investigation" should be set up, and the standard of staffing of police force should be scientifically calculated. In order to ensure the high efficiency of investigation, it is necessary to examine and verify the establishment of the specific organization and the talent structure model of the department of "large investigation", at the same time, to make clear the division of the power of affairs, and to establish corresponding supporting measures.
