【摘要】：我國輔警管理法制的長期缺位、思想認(rèn)識的短淺輕視,暴露出了法律權(quán)益模糊、管理機(jī)制混亂、人員斗志低下、警務(wù)水平不高等一系列輔警管理問題。隨著我國經(jīng)濟(jì)社會的快速發(fā)展、社會治安形勢的日益嚴(yán)峻,現(xiàn)行的輔警規(guī)范已不能勝任社會治安的新形勢、警務(wù)工作的新要求、人民群眾的新期待。因而,怎么樣促進(jìn)輔警隊伍規(guī)范化建設(shè),進(jìn)一步提升輔警隊伍的警務(wù)輔助水平,大力增強(qiáng)公安機(jī)關(guān)戰(zhàn)斗力,是當(dāng)前我國公安機(jī)關(guān)面臨的重要課題之一。本文通過調(diào)查研究法認(rèn)真分析了目前武漢市江岸區(qū)公安機(jī)關(guān)輔警隊伍規(guī)范化建設(shè)的情況,通過文獻(xiàn)研究法借鑒了境內(nèi)外輔警隊伍規(guī)范化建設(shè)的優(yōu)秀經(jīng)驗,利用基礎(chǔ)科學(xué)理論,結(jié)合武漢市江岸區(qū)實際,比較性創(chuàng)造性地提出了有關(guān)意見,以求將輔警隊伍規(guī)范化建設(shè)納入現(xiàn)代警務(wù)運(yùn)行機(jī)制,達(dá)到優(yōu)化警力結(jié)構(gòu)、科學(xué)配置警務(wù)資源、推進(jìn)平安建設(shè)共治的目的。
[Abstract]:The absence of the legal system of auxiliary police in China for a long time and the shortness of ideological understanding have exposed a series of problems in the management of auxiliary policemen, such as the ambiguity of legal rights and interests, the confusion of management mechanism, the low morale of personnel and the low level of policing. With the rapid development of our country's economy and society and the increasingly severe social security situation, the existing auxiliary police standards have been unable to cope with the new situation of social security, the new requirements of police work and the new expectations of the people. Therefore, how to promote the standardized construction of the auxiliary police force, further enhance the auxiliary level of the auxiliary police force, and vigorously enhance the combat effectiveness of the public security organs, is one of the important issues facing the public security organs in our country at present. Through the investigation and research method, this paper seriously analyzes the current situation of the standardization construction of the auxiliary police force of the public security organs in Jiangan District, Wuhan City, draws lessons from the excellent experience in the standardization construction of the auxiliary police force at home and abroad through the literature research method, and makes use of the basic scientific theory. Combined with the actual situation in Jiangan District of Wuhan City, this paper puts forward some relative opinions creatively, in order to bring the standardized construction of auxiliary police force into the modern police operation mechanism, to optimize the police force structure, and to allocate police resources scientifically. The purpose of promoting the peaceful construction of common governance.
