信息時(shí)代警察媒介素養(yǎng)教育研究

【摘要】:現(xiàn)代社會(huì)是一個(gè)媒介主導(dǎo)信息的社會(huì)。信息時(shí)代,媒介成為人們獲取知識(shí)的重要途徑,成為了與學(xué)校并駕齊驅(qū)的“第二課堂”。警察作為公務(wù)員隊(duì)伍的重要組成部分,也生活在傳播媒介高度發(fā)達(dá)的現(xiàn)代社會(huì),每天都要接觸不同的媒介,從中獲取各種資訊、信息?梢哉f,媒介已經(jīng)改變了警察的生活方式、工作方式和思維方式。警察在利用媒介獲取信息充實(shí)、發(fā)展自己的同時(shí),也不可避免地要受到各種負(fù)面信息的沖擊。在這種情況下,他們只有通過提高自身的媒介素養(yǎng)來從容面對(duì)。此外,當(dāng)前的網(wǎng)絡(luò)犯罪、智能犯罪、高科技犯罪給公安工作提出了嚴(yán)峻的挑戰(zhàn),為了更好地完成保一方平安的重任,警察就必須對(duì)媒介的本質(zhì)、媒介的作用、媒介對(duì)受眾的影響、媒介對(duì)犯罪的影響等問題有清醒地認(rèn)識(shí)。良好的媒介素養(yǎng)不僅有助于警察提高正確使用媒介和抵御不良影響的能力,而且也有助于警察樹立正確的世界觀、價(jià)值觀和現(xiàn)代傳播觀念,實(shí)現(xiàn)個(gè)人的全面發(fā)展。鑒于警察自身發(fā)展和公安工作的需要,提高警察媒介素養(yǎng)水平勢(shì)在必行,而提高警察媒介素養(yǎng)水平的重要途徑便是通過教育。因此,對(duì)警察媒介素養(yǎng)教育的研究顯得尤為重要。 本文運(yùn)用傳播學(xué)、管理學(xué)等學(xué)科的理論概念和學(xué)術(shù)成果,旨在通過理論分析、規(guī)范研究和間接經(jīng)驗(yàn)借鑒等方法,對(duì)警察媒介素養(yǎng)教育進(jìn)行嘗試性研究,以期對(duì)公安機(jī)關(guān)開展警察媒介素養(yǎng)教育工作能有些裨益。 本文由引言、正文、結(jié)論等幾部分構(gòu)成。 引言部分主要探討了當(dāng)前信息時(shí)代警察媒介素養(yǎng)教育的研究意義、國(guó)內(nèi)外研究現(xiàn)狀、研究思路與研究方法、研究的難點(diǎn)與創(chuàng)新之處。 正文包括四部分。第一部分主要對(duì)警察媒介素養(yǎng)教育的內(nèi)涵等基本問題進(jìn)行了理論分析,并對(duì)警察媒介素養(yǎng)教育的內(nèi)容從警察媒介素養(yǎng)通識(shí)教育和不同層級(jí)的警察媒介素養(yǎng)教育兩個(gè)方面進(jìn)行了設(shè)計(jì);進(jìn)而總結(jié)出警察媒介素養(yǎng)具有傳遞、提高和服務(wù)三項(xiàng)功能;最后,結(jié)合公安工作實(shí)際情況,明確了警察媒介素養(yǎng)教育應(yīng)具備目標(biāo)性原則、整體性原則、效益性原則、統(tǒng)一性和多樣性相結(jié)合原則。第二部分從信息社會(huì)發(fā)展、數(shù)字化警務(wù)、警察素質(zhì)提升等三個(gè)方面論證了媒介對(duì)警察的影響力日益加劇,提高警察媒介素養(yǎng)已是勢(shì)在必行。第三部分對(duì)警察媒介素養(yǎng)的現(xiàn)狀進(jìn)行了剖析,指出當(dāng)前警察媒介素養(yǎng)在媒介意識(shí)、媒介品質(zhì)、媒介信息獲取能力、信息傳播能力及媒介思辨與批判能力方面還很欠缺,其原因主要在于警察自身素質(zhì)不高和媒介素養(yǎng)教育的缺失。第四部分文章從“領(lǐng)導(dǎo)重視”、“建立培訓(xùn)體系”、“發(fā)揮警察主體能動(dòng)性”、“充分利用社會(huì)資源”四個(gè)角度構(gòu)建了警察媒介素養(yǎng)教育的實(shí)施路徑。 結(jié)論部分在總結(jié)全文的基礎(chǔ)上,進(jìn)一步指出,公安機(jī)關(guān)必須將提高警察媒介素養(yǎng)水平提上議事日程,采取科學(xué)有效的措施,在信息社會(huì)條件下有效開展與警察自身發(fā)展和公安工作相適應(yīng)的媒介素養(yǎng)教育。
[Abstract]:The modern society is a society dominated by the media. In the information age, the media has become an important way for people to acquire knowledge. It has become the "second classroom" with the school. As an important part of the civil service, the police are also living in the modern society with highly developed media. It can be said that the media has changed the way of life, the way of work and the way of thinking. As the police use the media to gain information and develop themselves, they are inevitably affected by a variety of negative information. In this case, they can only improve their media literacy by improving their media literacy. In addition, the current network crime, intelligent crime, high tech crime put forward a severe challenge to the public security work. In order to better complete the security of the one party, the police must have a clear understanding of the essence of the media, the role of the media, the influence of the media on the audience, the influence of the media on the crime and so on. It not only helps the police to improve the ability to use the media correctly and to resist the adverse effects, but also helps the police to set up a correct world outlook, values and modern concept of communication to achieve the overall development of the individual. In view of the need of police development and public security work, it is imperative to improve the level of police media literacy and improve police media. The important way of literacy level is through education. Therefore, the research on police media literacy education is particularly important.
This paper uses the theoretical concepts and academic achievements of science of communication, management and other subjects. It aims to make a tentative study on police media literacy education through theoretical analysis, normative research and indirect experience reference, in order to benefit the public security organs to carry out police media literacy education.
This article is composed of the introduction, the text, the conclusion and so on.
The introduction part mainly discusses the significance of the research on police media literacy education in the information age, the research status at home and abroad, the research ideas and methods, the difficulties and innovation of the research.
The text includes four parts. The first part is mainly about the theoretical analysis of the connotation of police media literacy education, and the contents of police media literacy education from two aspects of the general education of police media literacy and the different levels of police media literacy education; and then conclude that the police media literacy has a transmission. Delivery, improvement and service are three functions. Finally, according to the actual situation of the public security work, it is clear that the police media literacy education should have the principle of goal, the principle of integrity, the principle of benefit, the combination of unity and diversity. The second part demonstrates the media from the three aspects of the development of the information society, the digital policing, the improvement of the police quality and so on. The influence of the police is becoming more and more important, and it is imperative to improve the media literacy of the police. The third part analyses the status of the police media literacy, and points out that the current police media literacy is still short of the media awareness, media quality, media information acquisition, information communication ability and media speculation and critical ability. The fourth part of the article has constructed the implementation path of police media literacy education from the four angles of "leading attention", "establishing training system", "giving full play to the initiative of the police" and "making full use of social resources".
On the basis of summarizing the full text, the conclusion further points out that the public security organs must raise the level of police media literacy on the agenda and take scientific and effective measures to effectively carry out media education in accordance with the police's own development and public security work under the conditions of information society.
