【摘要】：治安的過(guò)程就是治安秩序維護(hù)的過(guò)程。治安學(xué)研究圍繞著治安秩序展開(kāi),以治安秩序維護(hù)作為學(xué)科任務(wù)。治安秩序的維護(hù)具有完整的結(jié)構(gòu),是一個(gè)系統(tǒng)性的控制過(guò)程。在治安秩序維護(hù)中,必須樹(shù)立過(guò)程性思維,根據(jù)對(duì)治安秩序的危害程度采取相應(yīng)的措施。治安秩序維護(hù)依據(jù)其不同階段的不同特點(diǎn),由治安預(yù)防、治安控制、治安處置和治安重建四個(gè)環(huán)節(jié)構(gòu)成。治安預(yù)防是治安秩序維護(hù)的基礎(chǔ),治安控制是治安秩序維護(hù)的核心,治安處置是治安秩序維護(hù)的關(guān)鍵,治安重建是治安秩序維護(hù)的本質(zhì)。這四個(gè)環(huán)節(jié)緊密聯(lián)系,構(gòu)成治安秩序維護(hù)的過(guò)程。
[Abstract]:The process of public order is the process of maintaining public order. The research of public order is carried out around the order of public order, and the maintenance of the order of public order is regarded as the subject task. The maintenance of public order has a complete structure and is a systematic control process. In the maintenance of public order, it is necessary to set up the process thinking and take corresponding measures according to the degree of harm to the order of public order. According to the different characteristics of different stages, the maintenance of public security order consists of four links: public security prevention, public security control, public security disposal and public security reconstruction. The prevention of public order is the basis of the maintenance of public order, the control of public security is the core of the maintenance of public order, the key of the maintenance of public order is the management of public security, and the reconstruction of public order is the essence of the maintenance of public order. These four links are closely linked and constitute the process of maintaining public order.
