【摘要】： 隨著我國改革開放的逐步深入,經(jīng)濟(jì)活力的不斷增強(qiáng),工業(yè)化、城市化的進(jìn)程日益加快,大規(guī)模的人口從農(nóng)村向城市、從不發(fā)達(dá)地區(qū)向發(fā)達(dá)地區(qū)、從內(nèi)地向沿海進(jìn)行流動(dòng)、遷徙。史無前例的人口大規(guī)模流動(dòng)在極大激發(fā)我國經(jīng)濟(jì)活力的同時(shí),也同時(shí)給流入地、特別是大中城市的承載能力提出了嚴(yán)峻的挑戰(zhàn)。在我國構(gòu)建和諧社會(huì)的階段,順應(yīng)人口大流動(dòng)的歷史潮流,創(chuàng)新服務(wù)和管理機(jī)制,實(shí)現(xiàn)人口的有序流動(dòng),保障“新居民”的合法權(quán)益,成為各級(jí)黨委政府執(zhí)政中迫切需要解決的重大課題。深圳市正在推進(jìn)實(shí)施的居住證制度,對(duì)這一課題作出了積極有益的探索。 筆者結(jié)合深圳市推行居住證制度的契機(jī),就如何改革和重新構(gòu)建流動(dòng)人口管理制度,實(shí)現(xiàn)人口的合理、有序流動(dòng),保護(hù)流動(dòng)人口的合法權(quán)益,促進(jìn)社會(huì)和諧穩(wěn)定,作以下思考和研究。
[Abstract]:With the gradual deepening of China's reform and opening up, the increasing economic vitality, the accelerating process of industrialization and urbanization, the large-scale population flows from rural to urban areas, from underdeveloped areas to developed regions, from inland areas to coastal areas. Migration. The unprecedented large-scale migration of population not only greatly stimulates the economic vitality of our country, but also poses a severe challenge to the carrying capacity of the influx, especially the large and medium-sized cities. In the stage of building a harmonious society in our country, we should conform to the historical trend of population mobility, innovate the service and management mechanism, realize the orderly flow of population, and guarantee the legitimate rights and interests of "new residents". Become party committee government at all levels in power urgent need to solve major subject. Shenzhen is promoting the implementation of the residence permit system, has made a positive and beneficial exploration of this subject. Based on the opportunity of carrying out residence permit system in Shenzhen, the author discusses how to reform and rebuild the floating population management system, to realize the rational and orderly flow of population, to protect the legitimate rights and interests of floating population, and to promote social harmony and stability. Do the following thinking and research.
