【摘要】：社區(qū)警務(wù)是一門哲學(xué)、一種理念,在這種理念的指引下警察應(yīng)當(dāng)與公眾保持緊密聯(lián)系從而實(shí)現(xiàn)預(yù)防犯罪的目標(biāo),并且根據(jù)特定的社會(huì)背景特征,通過許多不同的策略和行動(dòng)來實(shí)現(xiàn)。社區(qū)警務(wù)與犯罪預(yù)防相輔相成,香港警察以往的犯罪預(yù)防策略是控制多于充權(quán),宣傳警隊(duì)形象多于解決特有社區(qū)犯罪問題,對(duì)防止高危青少年犯罪作用有限。"突破行動(dòng)計(jì)劃"是一個(gè)社區(qū)警務(wù)理念與犯罪預(yù)防策略相結(jié)合的行動(dòng)計(jì)劃,該計(jì)劃結(jié)合了"個(gè)人介入"與"社區(qū)介入"的犯罪預(yù)防策略,并采用跨界別合作模式以及核心八項(xiàng)要素來改善曾經(jīng)犯過罪的青少年的自我形象以及對(duì)警方的認(rèn)識(shí)和印象,從而降低青少年再犯罪的傾向。
[Abstract]:Community policing is a philosophy, an idea, under the guidance of which the police should maintain close contact with the public in order to achieve the goal of crime prevention, and according to the specific social background characteristics, Through many different strategies and actions to achieve. Community policing and crime prevention complement each other. In the past, the crime prevention strategy of the Hong Kong Police Force was to control more crimes than to empower them. Publicity of the Police Force was more than a solution to specific community crime problems. It had a limited effect on the prevention of delinquency among young people at high risk. " The Breakthrough Action Plan is an action plan that combines community policing concepts with crime prevention strategies. In order to reduce the tendency of juvenile reoffending, the model of cross-border cooperation and the core eight elements are adopted to improve the self-image of the juvenile who have committed a crime, as well as the understanding and impression of the police.
