【摘要】：本文利用2002—2012年中國省級面板數(shù)據(jù),借助動態(tài)面板模型,實(shí)證檢驗(yàn)了城鄉(xiāng)基本公共服務(wù)均等化對犯罪率的影響。研究發(fā)現(xiàn):醫(yī)療衛(wèi)生均等化和教育均等化都顯著地降低了刑事犯罪率,其中,醫(yī)療衛(wèi)生的城鄉(xiāng)差距縮小1個(gè)百分點(diǎn)會使所在省份的萬人犯罪人數(shù)相應(yīng)地降低0.16人;而教育均等化程度提高1個(gè)百分點(diǎn)也會使所在省份的萬人犯罪人數(shù)降低0.25人。本文還發(fā)現(xiàn),相對其他引致犯罪率上升的因素,推動城鄉(xiāng)基本公共服務(wù)均等化是更容易實(shí)施的犯罪治理手段。因此,中國在打擊刑事犯罪的同時(shí),政策重點(diǎn)應(yīng)該轉(zhuǎn)向各種社會經(jīng)濟(jì)因素的調(diào)整,特別是縮小城鄉(xiāng)之間的不平等;而從犯罪治理層面來看,提高城鄉(xiāng)基本公共服務(wù)均等化程度甚至比縮小城鄉(xiāng)收入差距更為有效。
[Abstract]:Based on the provincial panel data from 2002 to 2012 and the dynamic panel model, this paper empirically examines the effect of the equalization of urban and rural basic public services on the crime rate. It is found that the equalization of medical and health care and the equalization of education have significantly reduced the criminal crime rate, among which, the gap between urban and rural areas of medical and health services will be reduced by 1 percentage point, and the number of crimes committed by 10,000 people in the provinces will be reduced by 0.16; An increase of one percentage point in education equalization would also reduce the number of crimes committed by 10, 000 people in the province by 0. 25. It is also found that promoting the equalization of basic public services between urban and rural areas is a more effective means of crime management than other factors leading to the rise of crime rate. Therefore, while cracking down on criminal offences, China's policy emphasis should be shifted to the adjustment of various social and economic factors, especially to reduce the inequality between urban and rural areas; and from the perspective of crime governance, Improving the equalization of basic public services between urban and rural areas is even more effective than narrowing the income gap between urban and rural areas.
