公安院校警察職業(yè)道德教育面臨的挑戰(zhàn)及對策

【摘要】:隨著我國市場經(jīng)濟(jì)的發(fā)展,公安工作面臨著許多的新情況和新問題,對人民警察職業(yè)道德的建設(shè)也提出了新的課題?傮w來看,絕大多數(shù)人民警察堅持自己的職業(yè)道德,在維護(hù)國家政治穩(wěn)定、保障人民安居樂業(yè)、維護(hù)社會正常經(jīng)濟(jì)生活秩序等方面可以說功勛卓著,但在部分警察身上也暴露出了一些問題,如思想麻痹,玩忽職守;執(zhí)法犯法,參與黃、賭、毒活動;隨意打罵,刑訊逼供;警容風(fēng)紀(jì)不整,不文明執(zhí)勤;濫用自由裁量權(quán),辦關(guān)系案、人情案等。公安院校肩負(fù)著為公安機(jī)關(guān)輸送新鮮血液的重任,它培養(yǎng)的學(xué)生警察職業(yè)道德好壞直接決定著公安隊伍的形象和未來。從目前情況來看,公安院校學(xué)生的警察職業(yè)道德素質(zhì)現(xiàn)狀發(fā)人深省,公安院校的警察職業(yè)道德教育的實(shí)效性還不能滿足現(xiàn)實(shí)的需要,部分公安院校在職業(yè)道德教育的指導(dǎo)思想上存在某些偏差,如職業(yè)道德教育未得到應(yīng)有的重視,職業(yè)道德教育的方式、方法單一化,職業(yè)道德教育的內(nèi)容簡單化,職業(yè)道德教育的環(huán)境封閉化。除此之外,社會發(fā)展更讓這一形勢變得嚴(yán)峻。比如,市場經(jīng)濟(jì)對公安院校職業(yè)道德教育造成了一些負(fù)面影響:消極的網(wǎng)絡(luò)文化對公安院校職業(yè)道德教育的內(nèi)容形成了沖擊;就業(yè)體制改革也對公安院校職業(yè)道德教育的現(xiàn)實(shí)提出了挑戰(zhàn)。 針對當(dāng)前職業(yè)道德教育實(shí)效性差的問題,本文結(jié)合公安工作和公安院校大學(xué)生的特點(diǎn),提出了一些加強(qiáng)公安院校大學(xué)生警察職業(yè)道德教育的對策,其主要內(nèi)容包括:發(fā)揮思想政治理論課在職業(yè)道德教育中的主導(dǎo)作用;發(fā)揮輔導(dǎo)員在職業(yè)道德教育中的引導(dǎo)作用;發(fā)揮校園文化在職業(yè)道德教育中的熏陶作用;發(fā)揮警務(wù)化管理在職業(yè)道德教育中的促進(jìn)作用;發(fā)揮公安基層實(shí)習(xí)在職業(yè)道德教育中的實(shí)踐作用。
[Abstract]:With the development of market economy in our country, the public security work is faced with many new situations and new problems. Generally speaking, the vast majority of the people's police adhere to their professional ethics, and can say that they have made outstanding contributions in maintaining the political stability of the country, ensuring the people's living and working in peace and contentment, and maintaining the order of social, normal and economic life, and so on. However, some police officers have also exposed some problems, such as mental paralysis, neglect of duty, law enforcement, participation in pornography, gambling, drug activities, arbitrary beating and scolding, extortion of confessions by torture, disorderly conduct of police, uncivilized performance of duty, and abuse of discretion. Handle a relationship case, a favor case, etc. Public security colleges and universities shoulder the important task of conveying fresh blood for public security organs. The quality of their students' professional ethics directly determines the image and future of the public security team. Judging from the current situation, the present situation of police professional ethics quality of students in public security colleges is sobering, and the effectiveness of police professional ethics education in public security colleges and universities cannot meet the actual needs. Some public security colleges and universities have some deviations in the guiding ideology of professional ethics education, such as the lack of due attention to professional ethics education, the way of professional ethics education, the simplification of methods, and the simplification of the content of professional ethics education. The environment of professional ethics education is closed. In addition, social development makes this situation more serious. For example, the market economy has caused some negative effects on the professional ethics education of public security colleges: the negative network culture has impacted the content of the professional ethics education of the public security colleges and universities; The reform of employment system also challenges the reality of professional ethics education in public security colleges. In view of the problem that the actual effect of the current professional ethics education is poor, combined with the characteristics of the public security work and the students in the public security colleges, this paper puts forward some countermeasures to strengthen the police professional ethics education of the students in the public security colleges and universities. The main contents include: giving play to the leading role of the ideological and political theory course in the professional ethics education, giving play to the guidance role of the counselors in the professional ethics education, giving play to the edifying role of the campus culture in the professional ethics education; To give full play to the role of policing management in professional ethics education, and to bring into play the practical role of public security practice in professional ethics education.
