【摘要】：建設高新區(qū),走新型工業(yè)化道路,是欠發(fā)達地區(qū)擺脫落后面貌的可行路徑。廣東省北部欠發(fā)達山區(qū)地市河源市,舉全市之力創(chuàng)建河源市高新技術(shù)開發(fā)區(qū)(以下簡稱“河源市高新區(qū)”),取得了全省矚目的成績,推動了河源經(jīng)濟的高速發(fā)展,成為了河源經(jīng)濟增長的主引擎。河源市高新區(qū)的發(fā)展需要穩(wěn)定的社會環(huán)境支撐,而社會環(huán)境又深受社會治安狀況的影響,對河源市高新區(qū)社會治安問題研究,關系著本地區(qū)經(jīng)濟社會的穩(wěn)定和發(fā)展,關系著全面建設小康社會的大局。近年來,受國內(nèi)外環(huán)境深刻變化的影響,高新區(qū)建設發(fā)展面臨巨大挑戰(zhàn),區(qū)內(nèi)的社會治安環(huán)境出現(xiàn)了一些新問題、新現(xiàn)象。為了全面研究當前河源市高新區(qū)社會治安問題,筆者在對國內(nèi)外社會治安問題、相關理論研究現(xiàn)狀進行梳理的基礎上,深入河源市高新區(qū)開展了細致的實地調(diào)查,獲得了大量寶貴的第一手資料,從整體上把握了高新區(qū)社會治安現(xiàn)狀、問題特征和社會主要矛盾演化狀況,全面分析存在的問題及其根源,以典型案例揭示高新區(qū)社會治安復雜狀況,最后通過借鑒國內(nèi)外高新區(qū)社會治安先進理論和經(jīng)驗,提出改進、完善社會治安的對策建議。除去前后兩部分緒論和結(jié)語,論文主要有四個部分:河源市高新區(qū)社會治安現(xiàn)狀和主要社會矛盾分析、社會治安存在的主要問題與原因分析及典型案例分析、國內(nèi)外高新區(qū)社會治安工作經(jīng)驗和社會治安問題治理對策。本文的亮點在于利用自制的調(diào)查和訪談問卷,深入河源市高新區(qū)開展實地訪談、問卷調(diào)查,獲得一手直接資料,然后綜合分析調(diào)查結(jié)果數(shù)據(jù),整體把握研究對象的現(xiàn)狀,研究發(fā)現(xiàn)了本區(qū)社會治安問題具有突出性、多發(fā)性、集中性和復雜性等四個較顯著的特征。接著縱向考量高新區(qū)主要社會矛盾演化狀況,研究發(fā)現(xiàn)了本區(qū)社會矛盾的誘發(fā)原因及發(fā)展趨勢。結(jié)合一手調(diào)查數(shù)據(jù)和訪談資料,發(fā)現(xiàn)河源市高新區(qū)社會治安存在的五個主要問題:刑事、治安案件高發(fā),流動人口違法犯罪問題突出,矛盾糾紛和群體性事件逐年增多,出租屋成為治安“老大難”問題,社會治安綜合治理乏力。根據(jù)犯罪學、公共治理相關理論,從社會、經(jīng)濟、法律、行政和管理等五個方面全面分析河源市高新區(qū)社會治安問題的根源,并擇選典型案例進行詳細分析,指出社會治安綜合治理落實不到位、效果不理想,是河源市高新區(qū)面臨的一個現(xiàn)實且亟待解決的問題。最后借鑒國內(nèi)外高新區(qū)社會治安工作經(jīng)驗,得出改進、完善河源市高新區(qū)社會治安的對策:打破僵局,搭建社會治安綜合治理平臺;強化基層,加強和改進高新區(qū)派出所建設;牢抓基礎,推動社區(qū)警務工作深入開展;突出重點,堅持源頭治理社會治安問題;把握主動,構(gòu)建立體化社會治安防控體系。本文的創(chuàng)新構(gòu)思表現(xiàn)在兩個方面:一是論文選題的創(chuàng)新。當前學術(shù)界對欠發(fā)達地區(qū)高新區(qū)的研究并不多見,尤其是針對欠發(fā)達地區(qū)高新區(qū)的社會治安——這一特殊性研究對象的針對性研究更是欠缺,因而就此選題的研究具有創(chuàng)新性;二是研究視角的創(chuàng)新。論文從實地調(diào)查數(shù)據(jù)分析得出社會治安問題的特點,對高新區(qū)發(fā)展歷程中的社會主要矛盾及演化狀況進行全面研究,從社會轉(zhuǎn)型、經(jīng)濟利導、法制淡薄、行政缺位、管理失范等五個多元角度,研究欠發(fā)達地區(qū)社會治安問題的產(chǎn)生根源,并擇取典型案例加深對社會治安問題的認識,具有一定的創(chuàng)新性。
[Abstract]:Building a new high-tech zone and taking a new road of industrialization is a feasible way for the less developed areas to get rid of the backwardness. In the north of Guangdong, the city of Heyuan in the less developed mountains and cities has created the Heyuan hi tech Development Zone (hereinafter referred to as "Heyuan Hi-tech Zone"), which has achieved the achievements of the whole province and promoted the rapid economic development of Heyuan. It has become the main engine of Heyuan's economic growth. The development of Heyuan hi tech Zone needs a stable social environment support, and the social environment is deeply influenced by the social security situation. The research on the social security problems in Heyuan hi tech Zone is related to the stability and development of the local economic and social society, and the overall situation of building a well-off society in an all-round way in recent years. Under the influence of profound changes at home and abroad, the construction and development of hi-tech zones are facing great challenges. There are some new problems and new phenomena in the social security environment in the region. In order to fully study the current social security problems in Heyuan high and new zones, the author is on the basis of combing the domestic and foreign social security questions and the relevant theoretical research status. Heyuan high tech Zone has carried out a detailed field investigation and obtained a large number of valuable first-hand information. From the overall grasp of the status of public security in the high-tech zone, the characteristics of the problem and the evolution of the main social contradictions, comprehensive analysis of the existing problems and its root causes, taking a typical case to reveal the complex situation of public security in the high and new zones, and finally through the loan In view of the advanced theory and experience of public security in the high and new hi-tech zones at home and abroad, the countermeasures and suggestions for improvement and improvement of social security are put forward. There are four parts of the paper, excluding the preface and conclusion of the two parts, the status of public security and the main social contradictions in Heyuan hi tech Zone, the main problems and reasons of the existence of social security and the typical cases. Analysis of social security work experience and Countermeasures of public security problems at home and abroad. The highlight of this paper is the use of self-made survey and interview questionnaire, in-depth interview, questionnaire survey in Heyuan hi tech Zone, direct data, and comprehensive analysis of the results of the survey data, the overall grasp of the status of the research object, research development The social security problems in this area have four prominent features, such as prominent, multiple, centralized and complex. Then, we examine the main social contradictions in the high-tech zones and find out the causes and development trends of the social contradictions in this area. There are five main problems in public security: criminal, high incidence of public security cases, prominent problems of illegal and crime of floating population, and increasing number of contradictions and groups, rented houses becoming the "old and difficult" problem of public security and lack of comprehensive management of public security. According to the theory of Criminology, public governance, social, economic, law, administration and management The five aspects of the five aspects of the comprehensive analysis of the root causes of social security problems in the high and new zones of the city, and select a typical case to carry out a detailed analysis, point out that the implementation of the comprehensive social security management is not in place, the effect is not ideal, it is a realistic and urgent problem to be solved in the high and new zone of Heyuan. We should improve and improve the Countermeasures of social security in Heyuan high and new zones: break the deadlock, build a comprehensive management platform for social security, strengthen the grass-roots level, strengthen and improve the construction of the police station of the high and new zones, firmly grasp the foundation, and promote the development of the community policing work, focus on the focus, and adhere to the problem of social security of the source, and take the initiative to build a three-dimensional social security. The innovative ideas of this paper are shown in two aspects: first, the innovation of the topic selection of the paper. The current academic circles do not have much research on the high-tech zones in the underdeveloped areas, especially for the social security of the hi-tech zones in the underdeveloped areas. The two is the innovation of the research perspective. From the analysis of the field survey data, the paper draws the characteristics of the social security problems, and makes a comprehensive study on the main social contradictions and evolutions in the development process of the high and new zones, and studies the underdeveloped areas from the five pluralistic angles of social transformation, economic guidance, weak legal system, administrative vacancy, and management anomie. The origin of social security problems and the selection of typical cases to deepen the understanding of social security problems are innovative.
