【摘要】： 隨著改革開放的不斷深入,中國社會面臨深刻的社會轉(zhuǎn)型,轉(zhuǎn)型社會中社會秩序與社會穩(wěn)定成為政府非常重要的職能。為了適應(yīng)新形勢下社會治安的治理要求,公安機(jī)關(guān)開始了制度層面的探索與創(chuàng)新。1999年,公安部開展追逃專項(xiàng)斗爭,實(shí)施“網(wǎng)上追逃”行動,這種新的治理技術(shù)的引進(jìn),使公安追逃工作取得了積極進(jìn)展。追逃新機(jī)制實(shí)施十年來,“網(wǎng)上追逃”成效顯著,追逃協(xié)作機(jī)制更趨完善,公安民警的追逃積極性不斷增強(qiáng),但也存在不足與問題,面臨著一系列的挑戰(zhàn)。本文以定性研究為主,案例分析為輔的方法,以社會治安綜合治理理論和政府與社會合作治理理論為理論基礎(chǔ),通過對公安追逃機(jī)制的形成、發(fā)展的研究,進(jìn)一步深化對治安合作機(jī)制的認(rèn)識,試圖對公安追逃機(jī)制的支撐動力、內(nèi)在機(jī)理、存在問題、未來趨向與對策建議提供學(xué)理和經(jīng)驗(yàn)分析。 公安追逃機(jī)制的形成和發(fā)展是與建國以來五次犯罪高峰緊密相連的,這個(gè)時(shí)期的公安追逃機(jī)制主要具有以下特點(diǎn):隊(duì)伍不專,底數(shù)不清;控制不嚴(yán),信息不暢;協(xié)作不諧,保障不力。隨著公安追逃機(jī)制的新發(fā)展,追逃工作機(jī)制日臻成熟,追逃工作取得了不錯(cuò)成效,主要表現(xiàn)在追逃工作的制度化、追逃工作的信息化、追逃工作的社會化。公安追逃機(jī)制取得了不錯(cuò)的成效,主要表現(xiàn)在發(fā)案率降低,破案率提高;部門合作化程度提高;信息管理水平提高;社會動員能力提高。 隨著中國社會進(jìn)入加速轉(zhuǎn)型期,轉(zhuǎn)型期社會治安具有新的特點(diǎn),追逃工作也面臨新問題,追逃機(jī)制也要相應(yīng)轉(zhuǎn)型。本文認(rèn)為,從公安追逃的激勵(lì)機(jī)制、公安追逃的信息化機(jī)制、公安追逃的合作機(jī)制三個(gè)方面來推進(jìn)公安追逃機(jī)制的創(chuàng)新和再造,可以有效改善社會治安,為社會長治久安保駕護(hù)航,即通過中央與地方之間的合作、地方政府之間的合作以及政府與社會的合作,構(gòu)建一個(gè)完整的治安合作網(wǎng)絡(luò),并最終形成一種網(wǎng)絡(luò)化的公安追逃新機(jī)制,維護(hù)社會穩(wěn)定,創(chuàng)建和諧社會。 通過對公安追逃機(jī)制的歷史、發(fā)展現(xiàn)狀、問題、面臨的挑戰(zhàn)、再造等進(jìn)行簡要的梳理和總結(jié),基于對中國公安追逃工作的實(shí)踐經(jīng)驗(yàn)和理論探討,本文認(rèn)為在轉(zhuǎn)型中國,為了構(gòu)建和諧社會,必須充分調(diào)動政府和社會的多方面力量,既要發(fā)揮政府的主導(dǎo)作用,又要拓展新的社會力量,特別是注意發(fā)掘公民社會中的積極力量,通過政府、社會、公民三方互動,形成一種網(wǎng)絡(luò)化合作治理的治安新機(jī)制和新模式。
[Abstract]:With the deepening of reform and opening up, Chinese society is facing a profound social transformation, in which social order and social stability become a very important function of the government. In order to meet the requirements of the management of social security under the new situation, the public security organs began to explore and innovate at the institutional level. In 1999, the Ministry of Public Security launched a special struggle to pursue and flee, and carried out the "online pursuit of escape" operation. This new governance technology was introduced. Public security has made positive progress in pursuing and escaping. Since the implementation of the new mechanism of pursuit and flight over the past ten years, the "online pursuit and flight" has achieved remarkable results, the cooperative mechanism of pursuing and escaping has become more perfect, and the enthusiasm of the police in pursuing and fleeing has been continuously strengthened, but there are still some shortcomings and problems, and they are facing a series of challenges. This paper is based on the qualitative research, case analysis, the theory of comprehensive governance of public security and the theory of cooperation between the government and society, through the research on the formation and development of the mechanism of public security pursuit and escape. Further deepening the understanding of the mechanism of public security cooperation, trying to support the mechanism of public security, internal mechanism, existing problems, future trends and countermeasures and suggestions to provide theoretical and empirical analysis. The formation and development of the mechanism of public security pursuit and flight is closely related to the five peaks of crime since the founding of the people's Republic of China. In this period, the mechanism of pursuing and escaping of public security has the following characteristics: the contingent is not specialized, the base is not clear, the control is not strict, the information is not smooth, the cooperation is not harmonious, The guarantee is weak. With the new development of the mechanism of pursuing and escaping in public security, the mechanism of pursuing and escaping has matured day by day, and the work of chasing after and escaping has achieved good results, which is mainly manifested in the institutionalization of the pursuit of escape, the informationization of the work of pursuing and escaping, and the socialization of the work of pursuing and escaping. The mechanism of public security pursuit and escape has achieved good results, mainly reflected in the reduction of the crime rate and the improvement of the crime detection rate; the improvement of the degree of cooperation between the departments; the improvement of the level of information management; and the improvement of the ability of social mobilization. With the Chinese society entering an accelerated transition period, the social security in the transitional period has new characteristics, and the pursuit and flight work is also facing new problems, and the mechanism of chasing and escaping should also be transformed accordingly. This paper holds that the innovation and reconstruction of public security pursuit and flight mechanism can be effectively improved from three aspects: the incentive mechanism of public security pursuit and flight, the information mechanism of public security pursuit and the cooperation mechanism of public security pursuit and flight. For the long-term stability of society, that is, through the cooperation between the central and local governments, the cooperation between the local governments and the cooperation between the government and society, the establishment of a complete public security cooperation network, Finally, a new network mechanism of public security pursuit and escape is formed to maintain social stability and build a harmonious society. Based on the summary of the history, development status, problems, challenges, reengineering and so on of the mechanism of police pursuit and flight, based on the practical experience and theoretical discussion of the public security pursuit and escape work in China, this paper holds that in the transition of China, In order to build a harmonious society, we must fully mobilize the various forces of the government and society. We should not only give play to the leading role of the government, but also expand the new social forces, especially pay attention to excavating the positive forces in the civil society, through the government, the society, Citizens interact with each other, forming a new public security mechanism and model of networked cooperative governance.
