【摘要】: 我國(guó)的出入境邊防檢查機(jī)關(guān)是國(guó)家設(shè)在對(duì)外開放口岸、依法對(duì)出境、入境的人員及其行李物品、交通運(yùn)輸工具及其載運(yùn)的貨物實(shí)施檢查、監(jiān)護(hù)和管理的行政執(zhí)法機(jī)關(guān),肩負(fù)著維護(hù)國(guó)家主權(quán),安全和社會(huì)秩序的重大使命,擔(dān)負(fù)著依法對(duì)人員、交通運(yùn)輸工具出入境邊防檢查、便利人員往來、展示文明國(guó)家窗口形象的重大職責(zé)。黨的十六屆六中全會(huì)作出的構(gòu)建社會(huì)主義和諧社會(huì)的重大部署,給邊檢機(jī)關(guān)賦予了更大的責(zé)任,提出了更高的要求。新時(shí)期的邊檢機(jī)關(guān)和當(dāng)代的廣大邊檢民警既要做和諧社會(huì)的保障者,更要做和諧社會(huì)的建設(shè)者和促進(jìn)者。公安部決定從2007年開始,在全國(guó)邊檢系統(tǒng)部署提高服務(wù)水平工作,并把提高服務(wù)水平作為新時(shí)期邊檢工作的中心,努力打造國(guó)內(nèi)最優(yōu)秀的行政執(zhí)法隊(duì)伍。在那時(shí),邊檢機(jī)關(guān)提出了“以人為本”的管理理念。這種管理理念的改變,使邊檢機(jī)關(guān)從過去的只重視管控,發(fā)展為重視對(duì)民警的開發(fā)和激勵(lì),全面提高民警的服務(wù)技能和業(yè)務(wù)水平。定期調(diào)查民警滿意度可以診斷邊檢機(jī)關(guān)人力資源管理的現(xiàn)狀,了解民警的需求,提出有針對(duì)性的管理措施;也可以監(jiān)控邊檢績(jī)效的成效,預(yù)知民警的思想狀態(tài)和流動(dòng)意向,避免內(nèi)部人員危機(jī)的產(chǎn)生。其次,邊檢機(jī)關(guān)要樹立服務(wù)理念,提高服務(wù)質(zhì)量,而“只有員工滿意了,才有顧客滿意”,才能從人力資源中獲取更持久的動(dòng)力。此外,員工滿意度還是員工工作生活質(zhì)量的一項(xiàng)重要心理指標(biāo)。一個(gè)人的工作滿意度水平高,對(duì)工作就可能持積極的態(tài)度;工作滿意度水平低,對(duì)工作就可能持消極的態(tài)度,這對(duì)于邊檢建立“以人為本”的管理理念有深刻意義。民警滿意度還是邊檢預(yù)防職務(wù)犯罪警示指標(biāo)體系中的重要預(yù)警指標(biāo)。隨著經(jīng)濟(jì)的發(fā)展和人民生活水平的提高,民警受到的經(jīng)濟(jì)誘惑逐漸加強(qiáng),利用職務(wù)便利收取利益私放他人過關(guān)的案件有上升態(tài)勢(shì)。調(diào)查民警的滿意度可以把握民警的思想狀況和工作態(tài)度,有效避免職務(wù)犯罪對(duì)國(guó)家安全和社會(huì)穩(wěn)定造成的不利影響。 本文首先通過問卷對(duì)邊檢民警滿意度現(xiàn)狀進(jìn)行了調(diào)查,運(yùn)用管理學(xué)上的相關(guān)統(tǒng)計(jì)分析方法對(duì)調(diào)查結(jié)果進(jìn)行了深入分析,掌握了邊檢民警滿意度的基本情況和存在的問題。在此基礎(chǔ)上把影響滿意度的因素概括為民警的內(nèi)在薪酬和外在薪酬,提出了“薪酬組合—民警滿意度”途徑,揭示出要提高民警的滿意度必須同時(shí)提高民警的內(nèi)在薪酬和外在薪酬。改進(jìn)工作的設(shè)計(jì)方式,完善邊檢民警的在職培訓(xùn),開展邊檢民警的職業(yè)生涯管理,同時(shí)建設(shè)優(yōu)良的邊檢文化,改善經(jīng)濟(jì)性薪酬體系,這樣才能把邊檢民警的滿意度引向較高的水平,進(jìn)而促進(jìn)邊檢服務(wù)水平的提高。 本文研究對(duì)廣州邊檢總站屬下的四個(gè)邊檢站的民警滿意度進(jìn)行了調(diào)查問卷,并在兩個(gè)邊檢站進(jìn)行了現(xiàn)場(chǎng)訪談,使本文的研究具有比較客觀、詳實(shí)的依據(jù)。本文在研究方法上,遵循理論與實(shí)際相結(jié)合、宏觀分析與微觀分析相結(jié)合的原則,采用定性與定量相結(jié)合、統(tǒng)計(jì)分析與案例分析相結(jié)合的方法。

The major deployment of the socialist harmonious society made by the party in the sixth Plenary Session of the 16th CPC Central Committee has given greater responsibility to the border inspection authorities and raised higher requirements. The border inspection authorities in the new period and the vast majority of the modern times The police should not only be the guarantor of the harmonious society, but also be the builder and promoter of the harmonious society. The Ministry of public security decided to improve the service level in the national border inspection system from 2007, and to improve the service level as the center of the frontier inspection work in the new period, and strive to build the best administrative law enforcement team in China. The organization put forward the "people-oriented" management concept. The change of this management concept makes the border inspection authorities pay attention to the development and incentive of the police from the past to the development and incentive of the police, and to improve the service skills and business level of the police. The needs of the police, put forward targeted management measures, can also monitor the effectiveness of border inspection performance, predict the ideological status of the police and flow intention, avoid the emergence of internal personnel crisis. Secondly, the border inspection authorities should establish service concept, improve service quality, and "only the satisfaction of staff, only customer satisfaction" can be from human resources. In addition, employee satisfaction is an important psychological indicator of employee's working life quality. A person's job satisfaction level is high and a positive attitude towards work; low level of job satisfaction and a negative attitude to work, which is a "people-oriented" management concept for frontier inspection. With the development of the economy and the improvement of the people's living standard, the economic temptation of the police is gradually strengthened, and the case of taking advantage of the advantage to collect the interests of other people has risen. We should grasp the ideological status and work attitude of the police and effectively avoid the adverse effects of job-related crimes on national security and social stability.
This paper first investigates the status quo of the satisfaction of border police officers through a questionnaire, analyzes the results of the survey with the relevant statistical analysis methods of management, and mastered the basic situation and the existing problems of the satisfaction of the border police. On this basis, the factors affecting the satisfaction are summarized as the internal compensation and external factors of the police. Pay, put forward the way of "salary combination - Police satisfaction". It reveals that to improve the satisfaction of the police, it is necessary to improve the internal salary and external salary of the police, improve the design method of the work, improve the in-service training of the border police, carry out the career management of the border police, and build a fine frontier culture and improve the economy. The system of sex salary can lead the satisfaction degree of frontier inspection police to a higher level, thus promoting the improvement of the service level of frontier inspection.
In this paper, the questionnaire of the satisfaction of the police in the four frontier stations of Guangzhou frontier inspection station was investigated, and the interview was conducted at the two frontier stations, which made the study more objective and detailed. In this paper, the principle of combining theory with practice, and combining macro analysis with micro analysis, was adopted in this study. Combining qualitative analysis with quantitative analysis, combining statistical analysis with case analysis.
