【摘要】： 戶籍管理是世界各國普遍采用的一項重要的行政管理制度,也是國家行政管理的一項基礎(chǔ)性工作。我國現(xiàn)行的戶籍管理制度是新中國成立以后逐步建立起來的。不可否認,我國現(xiàn)行的戶籍管理制度在保障公民的合法權(quán)益,加強政府對人口的管理,維護社會治安、打擊犯罪,以及為國家經(jīng)濟建設(shè)發(fā)展服務(wù)等方面都發(fā)揮著重要的作用。但是,隨著改革開放的進一步深化和市場經(jīng)濟體制的建立,計劃經(jīng)濟條件下建立起來的戶籍管理制度已經(jīng)不能完全滿足我國經(jīng)濟社會日益發(fā)展的需要,存在一些不適應(yīng)的地方。本文針對我國現(xiàn)行戶籍管理制度中存在的問題進行了研究,并結(jié)合自己的工作實踐,提出了解決的辦法和措施,主要內(nèi)容是: 一、闡述了我國戶籍管理制度形成、發(fā)展和初步改革的歷史軌跡,指出了我國戶籍管理制度存在嚴重的限制性、社會福利待遇的非公平性性和歧視性、附著極大的利益性和很強的滯后性、僵化性等缺陷。 二、論述了現(xiàn)階段我國戶籍管理制度面臨的主要問題有:戶籍管理方面的法律法規(guī)相對滯后;人戶分離問題不能得到很好解決;為了利益遷移戶口的現(xiàn)象無法得到遏制;流動人口數(shù)量增多,人口普查基數(shù)難以掌控等。 三、提出了我國戶籍管理制度改革的對策,就是要加快立法,制定統(tǒng)一規(guī)范的戶籍管理制度;放寬戶口遷移登記條件,逐步降低人口遷移的門檻,消除戶籍所引起的不公平問題,實行人性化戶口管理;積極推進和改變原有戶口登記形式,探索新經(jīng)驗,研究新問題,有序化地引導(dǎo)人口流動,合理化的人口遷移;人口管理逐步走向信息化、網(wǎng)絡(luò)化,以身份證制度逐漸代替戶籍管理制度;加大宣傳,提高人民群眾戶口登記意識。
[Abstract]:The household registration management is an important administrative management system widely adopted by all countries in the world. It is also a basic work of the State Administration. The current household registration system in China is gradually established after the founding of new China. It is undeniable that the current household registration system in our country ensures the legitimate rights and interests of the citizens and strengthens the government to the people. The management of the mouth, the maintenance of social security, the fight against crime, and the service of the national economic construction and development are playing an important role. However, with the further deepening of the reform and opening up and the establishment of the market economy system, the household registration management system established under the planned economy can not fully meet the economic and social development of our country. In order to meet the needs of development, there are some unsuitable places. This paper studies the existing problems in the current household registration system in China, and puts forward solutions and measures in combination with my own work practice. The main contents are as follows:
First, this paper expounds the historical track of the formation, development and preliminary reform of the household registration system in China, and points out that the household registration system in China has a serious limitation, the unfair and discriminatory nature of the social welfare treatment, the great interest and the strong lag, and the rigidity.
Two, the main problems facing the household registration management system at the present stage are as follows: the laws and regulations of the household registration management lag behind; the problem of separation of human households can not be solved well; the phenomenon of the transfer of household registration for interests can not be contained; the number of floating population is increasing, and the base number of the population census is difficult to control.
Three, the Countermeasures for the reform of the household registration management system in China are to accelerate the legislation and establish a unified and standardized household registration management system, relax the registration conditions of the residence registration, gradually reduce the threshold of the migration of the population, eliminate the unfair problems caused by the household registration, and carry out the humanized household registration management, and actively promote and change the original registration form, and explore the form of the original registered permanent residence registration. The new experience, the new problem, the orderly guide to the flow of population, the rationalization of the migration of the population; population management gradually to information, network, and gradually replace the household registration system with identity card system; increase publicity to improve the people's registration consciousness.
