【摘要】： 隨著我國經(jīng)濟(jì)的發(fā)展和城市化進(jìn)程的加快,社會(huì)流動(dòng)日益加劇,城市社會(huì)治安新問題、新情況不斷增多,尤其是群眾性事件越來越多,國外敵對勢力和分裂分子蓄意破壞越來越嚴(yán)重,這已引起黨和國家的高度重視,成為社會(huì)關(guān)注的熱點(diǎn)。目前,如何加強(qiáng)城市社會(huì)治安管理已成為事關(guān)社會(huì)穩(wěn)定、國家統(tǒng)一和民族團(tuán)結(jié)的大事,事關(guān)人民群眾的安居樂業(yè)、國民經(jīng)濟(jì)的持續(xù)健康發(fā)展和社會(huì)主義和諧社會(huì)構(gòu)建的重大問題。為此,研究這一課題具有重大的理論意義和現(xiàn)實(shí)意義。 再次是分析問題,即深入剖析新時(shí)期城市社會(huì)治安問題產(chǎn)生的根源。為此,本文從流動(dòng)人口管理不到位、西方敵對勢力分化策略、體制轉(zhuǎn)軌時(shí)的利益沖突等方面揭示城市社會(huì)治安問題產(chǎn)生的各種原因,為下一步對癥下藥,提出對策做好鋪墊。 最后解決問題,即提出新時(shí)期城市社會(huì)治安管理的對策,在本部分,將根據(jù)前面提到的城市社會(huì)治安問題及其成因,一一提出相應(yīng)的解決方案,從而指導(dǎo)當(dāng)前城市社會(huì)治安管理的實(shí)踐活動(dòng)。 本文主要從以下幾個(gè)方面展開論述: 第一部分為導(dǎo)言部分:主要提出研究城市社會(huì)治安問題的緣起,在梳理這一課題研究現(xiàn)狀的基礎(chǔ)上,提出自己的研究思路和方法等。 第二部分主要是對城市社會(huì)治安管理的內(nèi)涵及其內(nèi)容進(jìn)行界定,并指出城市社會(huì)治安管理的重要意義。 第三部分研究新時(shí)期城市社會(huì)治安存在問題,指出其問題嚴(yán)峻性,并分析其原因,意在表明研究這一課題的必要性和現(xiàn)實(shí)意義,并為下一步對癥下藥,提出對策做好鋪墊。 第四部分提出新時(shí)期城市社會(huì)治安管理問題的解決方案,為更好地加強(qiáng)城市治安管理、創(chuàng)造良好的社會(huì)環(huán)境而建言獻(xiàn)策。
[Abstract]:With the development of our country's economy and the acceleration of urbanization, the social mobility is becoming more and more serious, and the new problems and new situations of urban social security are increasing, especially the number of mass events. The hostile forces and separatists abroad are sabotaging more and more seriously, which has aroused great attention of the Party and the country and become a hot spot of social concern. At present, how to strengthen the management of urban social security has become a matter of great concern for social stability, national unity and national unity, as well as for the people to live and work in peace and contentment. The sustainable and healthy development of the national economy and the construction of a socialist harmonious society are of great importance. Therefore, it is of great theoretical and practical significance to study this subject. Third, the analysis of the problem, that is, in-depth analysis of the urban social security problems in the new period of origin. Therefore, this paper reveals all kinds of reasons for the problems of urban social security from the aspects of inadequate management of floating population, strategy of division of hostile forces in the west, conflicts of interests in the course of system transition, and puts forward countermeasures for the next step. Finally, to solve the problem, that is to put forward the countermeasures of urban social security management in the new period. In this part, according to the problems and causes of urban social security mentioned above, the corresponding solutions will be put forward one by one. In order to guide the current practice of urban social security management activities. This paper mainly discusses from the following aspects: The first part is the introduction part: it mainly puts forward the origin of the study of urban social security, and puts forward its own research ideas and methods on the basis of combing the status quo of the research on this subject. The second part mainly defines the connotation and content of urban social security management, and points out the significance of urban social security management. The third part studies the existing problems of urban social security in the new period, points out the seriousness of the problems, and analyzes the reasons, in order to show the necessity and practical significance of studying this subject, and to lay the groundwork for the next step to solve the problem and put forward some countermeasures. The fourth part puts forward the solutions to the problems of urban social security management in the new period, so as to better strengthen the urban public security management and create a good social environment.
