【摘要】：社區(qū)是現(xiàn)代城市治理的基本單元,隨著現(xiàn)代大城市的發(fā)展,社區(qū)建設(shè)成為城市建設(shè)和發(fā)展的重要組成部分,社區(qū)的和諧穩(wěn)定關(guān)系到社會(huì)的秩序維系。社區(qū)警務(wù)是依托社區(qū)而建立起來的警務(wù)機(jī)制,是公安基層基礎(chǔ)工作的重要內(nèi)容,更是織密治安防控網(wǎng)絡(luò),創(chuàng)新動(dòng)態(tài)防控機(jī)制的基石。公安機(jī)關(guān)重點(diǎn)在基層,弱點(diǎn)也在基層,特別是社區(qū)。社區(qū)警務(wù)既是一種模式,更是一種理念,想要筑牢新形勢(shì)下公安工作的基礎(chǔ),我們必須轉(zhuǎn)變理念,變更模式,切切實(shí)實(shí)的從基礎(chǔ)工作抓起,從社區(qū)警務(wù)抓起。然而,當(dāng)前社區(qū)警力在能力建設(shè)上尚不能跟上現(xiàn)實(shí)的需求,由此而成為阻礙社區(qū)穩(wěn)定建設(shè)的絆腳石。鄭州市社區(qū)警務(wù)能力建設(shè)存在的基本問題包括社區(qū)科技信息能力低下、社區(qū)民警綜合素質(zhì)能力不足、社區(qū)情報(bào)研判能力不足、應(yīng)對(duì)突發(fā)事件能力不足、現(xiàn)場(chǎng)保護(hù)意識(shí)和能力不足等等；問題成因是社區(qū)警務(wù)理論認(rèn)知偏差、社區(qū)科技信息投入不足、警力制約、社區(qū)民警素質(zhì)不適應(yīng)新要求、考核考評(píng)激勵(lì)機(jī)制不完善、與和諧社區(qū)建設(shè)不契合等；對(duì)提升鄭州市社區(qū)警務(wù)能力建設(shè)的對(duì)策建議包括了轉(zhuǎn)變社區(qū)警務(wù)工作的思路、提升動(dòng)態(tài)治安防控能力、提升情報(bào)研判能力、健全科學(xué)規(guī)范的考核評(píng)估機(jī)制、提升社區(qū)民警綜合素質(zhì)能力等。
[Abstract]:Community is the basic unit of modern urban governance. With the development of modern big cities, community construction has become an important part of urban construction and development. The harmony and stability of the community is related to the maintenance of social order. Community policing is a police mechanism based on the community. It is an important content of the basic work of public security at the grass-roots level. It is also the cornerstone of secret security prevention and control network and innovation of dynamic prevention and control mechanism. Public security organs focus on the grass-roots, and weaknesses at the grass-roots, especially in the community. Community policing is not only a model, but also an idea. In order to build a solid foundation of public security work under the new situation, we must change the concept, change the mode, start from the basic work, and start from the community policing. However, the current community police capacity construction is still unable to keep up with the actual needs, which has become a stumbling block to the construction of community stability. The basic problems in the capacity building of community policing in Zhengzhou include the low capacity of community science and technology information, the lack of comprehensive quality ability of community police, the insufficient capacity of community intelligence research, and the insufficiency of ability to deal with emergencies. The causes of the problems are the cognitive bias of community policing theory, the insufficient input of community science and technology information, the restriction of police force, the inadaptability of the quality of community police officers to the new requirements, the imperfect mechanism of examination, evaluation and encouragement, The countermeasures and suggestions for improving the capacity of community policing in Zhengzhou include changing the train of thought of community policing, improving the ability of dynamic public security prevention and control, and enhancing the ability of intelligence research. Improve the scientific and standardized assessment mechanism, improve the comprehensive quality of community police capacity and so on.
