【摘要】： 和諧警民關(guān)系建設(shè)是當(dāng)前我國公安機關(guān)三項建設(shè)的重要內(nèi)容之一,是信息化建設(shè)、執(zhí)法規(guī)范化建設(shè)的出發(fā)點和落腳點,是公安機關(guān)實現(xiàn)鞏固中國共產(chǎn)黨執(zhí)政地位、維護國家長治久安、保障人民安居樂業(yè)三大歷史使命的根本前提。當(dāng)前我國正處于社會的轉(zhuǎn)型期,人民內(nèi)部矛盾凸現(xiàn),警民關(guān)系開始出現(xiàn)一些不和諧因素,這些不和諧現(xiàn)象的成因是什么,如何構(gòu)建和諧警民關(guān)系成為當(dāng)前公安機關(guān)行政管理理論和實踐中熱點問題之一。 本文在綜述警民關(guān)系研究現(xiàn)狀的基礎(chǔ)之上,對警民關(guān)系的內(nèi)涵做了新的拓展,把警民關(guān)系拓展為治理過程中公安機關(guān)及其組織人員與社會公眾、第三部門之間的關(guān)系；對于警民關(guān)系的認(rèn)知,突破了以往的魚水關(guān)系,把警民關(guān)系視為一種委托代理關(guān)系、政民關(guān)系、公共產(chǎn)品的提供者和需求者關(guān)系、伙伴關(guān)系；把和諧警民關(guān)系定義為社會治安綜合治理過程中所形成的公安機關(guān)及其組織人員與社會公眾、第三部門之間良性互動的關(guān)系；根據(jù)公安機關(guān)在政權(quán)建立的不同階段所擔(dān)負(fù)的不同職能,及其與民眾之間的關(guān)系,總結(jié)出警民關(guān)系的四種狀態(tài)。當(dāng)前我國維護國家安全、政治穩(wěn)定的任務(wù)仍然十分的繁重。這種的社會背景決定了我國目前的警民關(guān)系處于一種游離狀態(tài)的伙伴關(guān)系。 最后通過對治理主體及治理機制困境的分析,得出構(gòu)建和諧警民關(guān)系的結(jié)論：既要放大群眾的三大權(quán)利,知情權(quán)、表達(dá)權(quán)和監(jiān)督權(quán),增強公安機關(guān)的回應(yīng)性；大力扶持和加強民間調(diào)解組織及治安組織的發(fā)展,建立相應(yīng)的保障機制；加強公安機關(guān)組織和隊伍的建設(shè)；理順警政關(guān)系；堅持以人為本,全面落實科學(xué)發(fā)展觀；加強警察公共關(guān)系建設(shè)；政府要不斷地增加對公安經(jīng)費的投入,正確引導(dǎo)輿論,強化民意在公安工作考核中的比重。
[Abstract]:The construction of harmonious relationship between the police and the people is one of the important contents of the three constructions of the public security organs in our country at present. It is the starting point and the foothold of the construction of information construction and the standardization of law enforcement. It is also the realization and consolidation of the ruling position of the CPC by the public security organs. The fundamental premise of the three historical missions of safeguarding the country's long-term stability and ensuring the people's peace and contentment. At present, our country is in the period of social transformation, contradictions among the people are prominent, and some disharmonious factors are beginning to appear in the relationship between the police and the people. What are the causes of these disharmonious phenomena? How to build a harmonious relationship between the police and the people has become one of the hot issues in the theory and practice of public security organ administration. On the basis of summarizing the present situation of the research on the relationship between the police and the public, this paper makes a new development of the connotation of the relationship between the police and the public, and extends the relationship between the police and the people into the relationship between the public security organs and their organizations and the public, and the third sector in the process of governance. The cognition of the relationship between the police and the public has broken through the relationship between fish and water in the past. The relationship between the police and the public is regarded as a kind of principal-agent relationship, the relationship between the government and the people, the relationship between the providers and the demanders of public goods, and the partnership. The harmonious relationship between the police and the people is defined as the benign interaction between the public security organs and their organizations and the public and the third sector in the process of comprehensive management of public order. According to the different functions of the public security organs in the different stages of the establishment of political power, and the relationship between the police and the public, four states of the relationship between the police and the people are summarized. At present, the task of maintaining national security and political stability is still very heavy. This kind of social background determines that the present police-community relationship in China is in a free state of partnership. Finally, through the analysis of the predicament of the governance subject and the governance mechanism, the conclusion of constructing the harmonious relationship between the police and the people is drawn: it is necessary to enlarge the three rights of the masses, the right to know, the right to express and the right to supervise, and to enhance the responsiveness of the public security organs; Vigorously support and strengthen the development of civil mediation organizations and public security organizations, establish the corresponding security mechanism; strengthen the organization of public security organs and the building of the ranks; straighten out the relationship between police and government; adhere to people-oriented, comprehensive implementation of the scientific concept of development; The government should continuously increase the investment in public security funds, guide public opinion correctly, and strengthen the proportion of public opinion in the assessment of public security work.
