縣級公安機關民警績效評估問題研究

【摘要】: 隨著公共行政改革的蓬勃發(fā)展,政府部門越來越重視績效管理,如何對公務員績效進行考核成為政府管理的重要課題。公安民警作為公務員隊伍的重要組成部分,其工作績效直接體現(xiàn)了政府的管理能力和服務水平,直接關系到社會群眾對政府工作的滿意程度。以科學的發(fā)展觀為指導實施公安民警績效考核制度,對增強公安民警工作積極性、提高公安機關績效水平、推動公安隊伍正規(guī)化建設具有重要意義。 本論文以文獻研究和案例分析法對公安民警績效考核問題進行了研究,總結(jié)借鑒了國內(nèi)外公務員和公安民警績效考核的經(jīng)驗做法,解釋了績效考核相關的基本概念以及公安民警績效考核的有關內(nèi)容,闡述了績效考核在公安民警管理中的作用。論文以現(xiàn)代最新的公共人力資源管理科學理論為依托,對當前公安民警績效考核中存在的問題、原因及其影響進行了評價分析,并在此基礎上,從四個方面就建立科學規(guī)范的公安民警績效考核體系進行了深入論述,即職位分析與職位評價、設計績效指標、選擇考核的方法和考核結(jié)果的使用等,并結(jié)合實際提出了有針對性的意見和建議。最后,論文總結(jié)了公安民警績效考核的基本觀點,并對公安民警績效考核的前景進行了展望,力求對縣級公安民警績效評估問題進行深入探索。
[Abstract]:With the vigorous development of public administration reform, government departments pay more and more attention to performance management, how to evaluate the performance of civil servants has become an important subject of government management. As an important part of the civil service, the performance of the public security police directly reflects the management ability and service level of the government, and is directly related to the satisfaction of the public with the work of the government. Under the guidance of scientific concept of development, it is of great significance to implement the performance appraisal system of public security police, to strengthen the enthusiasm of police work, to improve the performance level of public security organs, and to promote the regularization of public security ranks. This paper studies the performance appraisal of public security police by literature research and case analysis, and summarizes the experience and practice of performance appraisal of civil servants and police at home and abroad. This paper explains the basic concepts related to the performance appraisal and the contents of the performance appraisal of the police, and expounds the function of the performance appraisal in the management of the police. Based on the latest scientific theory of public human resource management, the paper evaluates and analyzes the problems, causes and effects of the performance appraisal of the public security police, and on this basis, This paper discusses the establishment of a scientific and standardized performance appraisal system for police from four aspects, namely, position analysis and post evaluation, design of performance indicators, selection of assessment methods and the use of evaluation results, etc. Combined with the actual situation, some suggestions and suggestions are put forward. Finally, the paper summarizes the basic viewpoints of the performance appraisal of the police, looks forward to the prospect of the performance evaluation of the police, and tries to explore the performance evaluation of the police at county level.
