【摘要】：自從20世紀(jì)80年代開始,隨著全球化進(jìn)程的不斷加快,世界經(jīng)濟(jì)社會(huì)一體化迅猛發(fā)展。與此同時(shí),一些人口壓力大的國(guó)家,如印度、中國(guó)、巴基斯坦等國(guó)產(chǎn)生移民的可能性相對(duì)來說更大些。而產(chǎn)生移民的原因,既有戰(zhàn)亂、災(zāi)害、宗教迫害等原因,也有為擺脫貧困、追求美好生活的原因。 隨著國(guó)家主權(quán)的加強(qiáng),各國(guó)家民族意識(shí)的強(qiáng)化,各國(guó)的出入境管理機(jī)制日趨嚴(yán)密,非法移民問題越來越成為問題。放眼當(dāng)今世界,國(guó)際移民數(shù)量呈直線型增加。世界范圍內(nèi)的兩極分化現(xiàn)象日趨嚴(yán)重,現(xiàn)存國(guó)際經(jīng)濟(jì)秩序加大了發(fā)展中國(guó)家與發(fā)達(dá)國(guó)家的差距,國(guó)際反恐斗爭(zhēng)的熱烈進(jìn)行更使得緊縮移民政策的一步步推進(jìn)。這一系列的原因推動(dòng)著非法移民的增加趨勢(shì),這也對(duì)國(guó)家安全和國(guó)際關(guān)系等的長(zhǎng)遠(yuǎn)發(fā)展產(chǎn)生了不可忽視的影響。 如今,非法移民已成為非傳統(tǒng)安全中的重要因素,國(guó)家國(guó)際諸多研究者都紛紛將目光集中于此。有鑒于此,本文認(rèn)為,以當(dāng)代非法移民活動(dòng)為案例,對(duì)當(dāng)代中國(guó)非法移民問題及我國(guó)政府對(duì)非法移民問題的立場(chǎng)、態(tài)度、采取的措施進(jìn)行有針對(duì)性的研究,是一項(xiàng)十分必要而且也是十分迫切的工作。 本文在以往學(xué)者研究的基礎(chǔ)上,首先分析了非法移民的概念,繼而對(duì)國(guó)際社會(huì)打擊非法移民的現(xiàn)狀進(jìn)行了概括和描述,然后依托于相關(guān)資料和數(shù)據(jù),對(duì)我國(guó)非法移民的狀況進(jìn)行針對(duì)性研究。本文主要將精力集中于對(duì)我國(guó)非法移民的特征、成因以及造成的危害和打擊非法移民活動(dòng)的難度進(jìn)行了詳細(xì)研究,試圖在此基礎(chǔ)上尋求應(yīng)對(duì)打擊非法移民活動(dòng)的措施。 本文分析了我國(guó)防治非法移民活動(dòng)存在的問題,且提出了幾點(diǎn)建議,即從完善改進(jìn)出入境的法制建設(shè)、建立建設(shè)出入境信息的管理機(jī)制、動(dòng)員社會(huì)力量、加強(qiáng)綜合治理和打擊力度、加強(qiáng)國(guó)際合作和經(jīng)濟(jì)建設(shè)等方面入手打擊非法移民活動(dòng)
[Abstract]:Since 1980's, with the acceleration of globalization, the integration of world economy and society has developed rapidly. At the same time, countries with high population pressures, such as India, China and Pakistan, are relatively more likely to emigrate. The reasons for emigration include wars, disasters, religious persecution and so on, but also for the sake of getting rid of poverty and pursuing a better life. With the strengthening of national sovereignty and the strengthening of national consciousness, the entry and exit control mechanism of each country is becoming more and more strict, and the problem of illegal immigration becomes more and more serious. Looking at the world today, the number of international migrants has increased linearly. The polarization phenomenon in the world is becoming more and more serious, the existing international economic order has widened the gap between the developing countries and the developed countries, and the intense international fight against terrorism has led to the tightening of immigration policies step by step. This series of reasons promote the increasing trend of illegal immigration, which also has an important impact on the long-term development of national security and international relations. Nowadays, illegal immigration has become an important factor in non-traditional security, and many national and international researchers have focused on it. In view of this, this paper holds that, taking the contemporary illegal immigration activities as an example, this paper makes a targeted study on the problem of illegal immigration in contemporary China and the position, attitude and measures taken by our government on the issue of illegal immigration. It is a very necessary and urgent task. On the basis of previous scholars' research, this paper first analyzes the concept of illegal immigration, then summarizes and describes the current situation of the international community in the fight against illegal immigration, and then relies on the relevant information and data. This paper studies the situation of illegal immigrants in China. This paper focuses on the characteristics, causes and harm of illegal immigrants in China and the difficulty of cracking down on illegal immigration activities, and tries to find the measures to deal with illegal immigration activities on this basis. This paper analyzes the problems existing in the prevention and control of illegal immigration in our country, and puts forward some suggestions, that is, to improve the legal construction of entry and exit, to establish the management mechanism of information of entry and exit, and to mobilize social forces. Strengthening comprehensive management and crackdown, strengthening international cooperation and economic construction to crack down on illegal immigration activities
