【摘要】：長期以來,我國公共安全部門高度重視信息安全工作,由此也帶來了過度保密問題。過度保密不僅浪費大量信息資源,不利公共安全信息價值作用發(fā)揮,而且妨礙社會共治機制形成。本文以反恐怖工作為例,分析過度保密帶來的弊端,探討信息保密與信息公開的關(guān)系,認(rèn)為推進(jìn)涉恐公共安全信息適度共享必要可行,提出了建立涉恐公共安全信息服務(wù)機制的對策建議。
[Abstract]:For a long time, the public security department of our country attaches great importance to information security, which also brings about the problem of excessive secrecy. Excessive secrecy not only wastes a large amount of information resources, but also hinders the formation of social co-governance mechanism. Taking anti-terrorist work as an example, this paper analyzes the disadvantages caused by excessive secrecy, discusses the relationship between information secrecy and information disclosure, and holds that it is necessary and feasible to promote the appropriate sharing of information concerning public security. The countermeasures and suggestions for establishing the information service mechanism of public security related to terrorism are put forward.
