【摘要】：汽車已經(jīng)成為了人們生活當(dāng)中的重要交通工具,汽車給社會帶來了便利,但是酒后駕車的行為給整個社會都帶來了相當(dāng)?shù)奈ｋU性,其違法行為的不特定性給每一位公民都帶來了安全上的隱患。無錫市對于酒駕的治理積累了很多寶貴的經(jīng)驗,成效相對突出,不過也存在著不少的問題,特別是近年來無錫市酒駕違法的行為經(jīng)歷了先降后升的情況,值得我們深思。無錫市酒駕管理存在的問題是多方面的,有法律層面的,有管理體制方面的,也有責(zé)任意識方面的。本文從新公共管理及社會治理的理論層面,詳細(xì)的分析了無錫市在酒駕管理的現(xiàn)狀,并通過現(xiàn)狀進(jìn)一步分析了無錫市酒駕管理存在的問題,通過比較國內(nèi)外其他地區(qū)的酒駕管理措施,在該基礎(chǔ)上提出了相對應(yīng)的對策。本論文分為六個部分:第一部分為緒論。緒論交代了本論文的研究背景和研究意義以及國內(nèi)外的研究現(xiàn)狀,也給出了本論文的研究方法和研究方向。第二部分為概念解釋。這一部分介紹了論文用到的概念以及相關(guān)理論基礎(chǔ),包括新公共管理理論、社會治理理論以及自組織網(wǎng)絡(luò)理論。第三部分為無錫市酒駕管理的現(xiàn)狀以及存在的問題和原因。這一部分介紹了無錫市酒駕管理的現(xiàn)狀,說明了無錫市對于酒駕的治理不遺余力,之后分析了在政府“零容忍”之下依然存在的問題和出現(xiàn)這些問題的原因。第四部分為國內(nèi)外酒駕管理的經(jīng)驗和啟示。這一部分介紹了德國、美國、日本、成都和南京這幾個國家和地區(qū)在酒駕管理方面的一些好的經(jīng)驗,以及這些好的經(jīng)驗帶來的啟示。第五部分是無錫市酒駕管理對策。這一部分是根據(jù)上面四個部分進(jìn)行總結(jié)并且根據(jù)無錫市的實際情況,對無錫市酒駕的管理給出的一些對策建議。第六部分是結(jié)語。這一部分指出了論文的研究成果以及今后研究的方向。
[Abstract]:Cars have become an important means of transportation in people's lives, cars have brought convenience to the society, but the behavior of drunk driving has brought considerable danger to the whole society. The inflexibility of its illegal behavior brings a hidden danger to the security of every citizen. Wuxi City has accumulated a lot of valuable experience for the management of drinking driving, and the results are relatively outstanding, but there are also many problems, especially in recent years, the illegal behavior of drinking driving in Wuxi has experienced the situation of first falling and then rising, which is worth our thinking. There are many problems in Wuxi liquor driving management, including legal level, management system and responsibility. From the theoretical level of new public management and social governance, this paper analyzes the current situation of Wuxi's wine driving management in detail, and further analyzes the existing problems of Wuxi's wine driving management through the present situation. On the basis of comparing the management measures of drinking driving in other regions at home and abroad, the corresponding countermeasures are put forward. This paper is divided into six parts: the first part is the introduction. The introduction explains the research background and significance of this paper, as well as the current research situation at home and abroad, and also gives the research methods and research direction of this paper. The second part is conceptual explanation. This part introduces the concepts used in the paper and the relevant theoretical basis, including the new public management theory, social governance theory and self-organization network theory. The third part is the present situation, existing problems and reasons of Wuxi wine driving management. This part introduces the present situation of Wuxi's wine driving management, explains Wuxi's efforts to control the drinking driving, and then analyzes the problems still existing under the government's "zero tolerance" and the reasons for these problems. The fourth part is the experience and enlightenment of domestic and foreign wine driving management. This part introduces some good experiences of Germany, the United States, Japan, Chengdu and Nanjing in the management of wine driving, and the enlightenment brought by these good experiences. The fifth part is the Wuxi wine driving management countermeasure. This part is based on the above four parts to sum up and according to the actual situation of Wuxi, the management of Wuxi wine drive gives some countermeasures and suggestions. The sixth part is the conclusion. This part points out the research results and the future research direction.
